Robert Foster Chapman was a federal judge on senior status with the United States Court of Appeals for the 4th Circuit. He joined the court in 1981 after being nominated by President Ronald Reagan. Prior to joining the Fourth Circuit, he served as a judge on the United States District Court for the District of South Carolina.[1] Chapman passed away on April 18, 2018.[2]

Education

Chapman graduated from the University of South Carolina with his bachelor's degree in 1945, and from the University of South Carolina Law School with his LL.B. in 1949.[1]

Military service

Chapman served in the U.S. Navy as an ensign from 1943 to 1946, and as a lieutenant from 1951 to 1953.[1]

Fourth Circuit Court of Appeals

Chapman was nominated to the United States Court of Appeals for the 4th Circuit on July 16, 1981, by President Ronald Reagan to fill the seat on the Fourth Circuit vacated by Judge Clement Haynsworth as Haynsworth assumed senior status. Hearings on Chapman's nomination were held before the United States Senate Committee on the Judiciary on July 28, 1981, and his nomination was reported by U.S. Sen. Strom Thurmond (R-S.C.) on September 15, 1981. Chapman was confirmed by the unanimous consent of the U.S. Senate on September 16, 1981, and he received his commission on September 19, 1981. Chapman assumed senior status on May 31, 1991.[1][3]

District of South Carolina

Chapman was nominated by President Richard Nixon to the United States District Court for the District of South Carolina on May 18, 1971, to a new seat created by 84 Stat. 294. Chapman was confirmed by the U.S. Senate on May 26, 1971, and received his commission on May 27, 1971. Chapman resigned from the district court on October 2, 1981, upon his elevation to the Fourth Circuit Court of Appeals. Chapman was succeeded in this position by Judge Clyde Hamilton.[1]
