Harold Lyman Ryan (1923-1995) was a federal judge on the United States District Court for the District of Idaho.

Ryan was nominated by President Ronald Reagan on December 7, 1981, to a seat vacated by Raymond McNichols; he was confirmed by the Senate on December 16, 1981, and received commission the next day. From 1988-1992, he served as the chief judge. He assumed senior status on December 30, 1992. He served the District of Idaho until his death on April 10, 1995. Ryan was succeeded in this position by Lynn Winmill.
