Rodneyse Bichotte Hermelyn
Rodneyse Bichotte Hermelyn (Democratic Party) (formerly Rodneyse Bichotte) is a member of the New York State Assembly, representing District 42. She assumed office on January 1, 2015. Her current term ends on January 1, 2027.
Bichotte Hermelyn (Democratic Party) (formerly Rodneyse Bichotte) ran for re-election to the New York State Assembly to represent District 42. She won in the general election on November 5, 2024.
Biography
Rodneyse Bichotte Hermelyn earned a B.S. in electrical engineering from the State University of New York Buffalo, both a B.S. in mathematics in secondary education and a B.T. in electrical engineering from Buffalo State College, an M.S. in electrical engineering from Illinois Institute of Technology, and an M.B.A. from Northwestern University. In 2017, she was named as an MIT Fellow as part of the Mel King Co-Lab Project. Bichotte was nominated as the chair of the Kings County Democratic County Committee in January 2020.[1]

Elections for the New York State Assembly took place in 2014. A primary election took place on September 9, 2014. The general election took place on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was July 10, 2014. Rodneyse Bichotte defeated L. Rickie Tulloch, Michele Adolphe and Victor Jordan in the Democratic primary, while Matthew Williams was unopposed in the Republican primary. Brian Kelly ran on the Conservative Party ticket. Mark Lieberman was removed from the ballot before the Democratic primary. Bichotte also ran on the Working Families Party ticket. Bichotte defeated Williams and Kelly in the general election.[6][7][8]

|Rodneyse Bichotte is the Assemblymember and State Committee Woman/District Leader for New York State's 42nd Assembly District representing Flatbush, East Flatbush, Midwood and Ditmas Park in Brooklyn. In January of this year, Assemblymember Bichotte became the first Black woman to lead a county party in New York City when she was nominated as Chair of the Kings County Democratic County Committee, one of the largest county parties in the nation. Born and raised in Brooklyn, Assemblymember Rodneyse Bichotte is the first Haitian-American woman elected in New York City and the first engineer elected to the New York State Legislature.
Her legislative accomplishments include sponsoring bills that make it easier for voters to participate in the electoral process; ease Black maternal health disparities by requiring that hospitals provide treatment to women experiencing preterm labor; promote police reform; and give undocumented students an opportunity to pursue higher education; among others. She also chairs the Minority and Women-Owned Business Enterprises (MWBEs) Subcommittee.
Bichotte holds an MBA from Northwestern University, Kellogg School of Management; an MS in electrical engineering from Illinois Institute of Technology; a BS in electrical engineering from SUNY Buffalo, a BS in mathematics in secondary education and a BT in electrical engineering both from Buffalo State College. In 2017, she was named as an MIT Fellow as part of the Mel King Co-Lab Project.
- Assemblymember Rodneyse Bichotte believes that no American should be denied quality healthcare. She supports Health Care for All and has been an outspoken advocate for Black maternal health care. In 2018, she introduced the Jonah Bichotte Cowan Law bill, dedicated to her own late son. The law, which passed both houses in 2020, requires hospitals to provide preterm labor care to high-risk patients. Bichotte also sponsored a bill to ban flavored tobacco products. She is a supporter of the Women's Reproductive Act.
- The New York City education system is one of the most segregated in the nation. Assemblymember Rodneyse Bichotte supports equity in education. She has supported funding initiatives for CUNY & SUNY; believes community college should be free; sponsored STEM legislation; advocated for reforming the school admission process for specialized high schools; and supported universal pre-k for three year olds.
- Assemblymember Rodneyse Bichotte believes that housing should be affordable. She has supported some of the most progressive tenant reforms in state history since assuming office.
As a Haitian-American, I am passionate about immigration issues. I advocated for the DREAM Act so that undocumented students and children of immigrants have a chance to obtain a higher education.
Education is also one of my greatest passions. I was a student in the NYC public school system and now I have five degrees, two of them advanced. I believe everyone deserves the opportunity to succeed in school, follow their dreams and go to college if they wish.
As a Black woman, I am an advocate of police reform. I supported over a dozen police reform bills in the Assembly this year alone and sponsored legislation to ban racial profiling and require police officers to identify themselves.
In my role as Chair of the Kings County Democratic County Committee, I have championed election reforms. I want voters to feel enfranchised at the polls (and when voting early or by mail) and that means making laws that improve our electoral process and increase voter participation. I have sponsored legislation in Albany that reflects those goals and have been at the forefront of efforts to improve voter accessibility and transparency in Brooklyn.

Our office is committed to connecting immigrant residents to the resources they need to survive and thrive. Policing We will work to facilitate a healing process between the NYPD and residents to establish a mutual relationship based on trust to initiate a healing process.
