Carroll's campaign website highlighted the following issues:

Ethics In Albany 1) The New York State Assembly and New York State Senate should be reclassified as full time positions and all outside income should be prohibited except for passive income such as investments or rental income. 2) An independent ethics office overseen by the Attorney General should be established to monitor conflicts of interest. Housing and Development Contextual Zoning: Maintain the contextual and low rise zoning of our neighborhoods. There is an effort to roll back our current zoning and populate all of our neighborhoods with larger and denser buildings. Certain areas with proper infrastructure, transportation, a clear mandate from the neighborhood and concessions from developers on affordable units will help grow and sustain Brooklyn. However, the current across the board up-zoning of our neighborhoods without any thought on schools, trains, sewers, livability, and affordability is simply just a handout to developers. Education We need to:
Transportation Replace and maintain all the signals and switches along the F, B, and Q lines so that trains can run closer together and thus increase capacity along our subway lines. If we were to upgrade our switches and signals the MTA could then implement the F express with no decrease in local service. New York State should adopt the following measures :

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
