When an outer container 7 is immersed into sea water, an electrolyte is supplied with a circulating pump 3 through a water pipe 2 from the intake hole 1, dissolves lithium hydroxide in a reservoir 4 of lithium hydroxide powder, introduced into the power generating part 5, and circulates inside through a drain pipe 6. Powder of sodium and potassium hydroxides are also used. These processes eliminates the generation of heat and gas, and provide a good initial discharge performance.
