In addition, since the water content during tobacco cutting also affects the swelling property, in this example, the water content of the tobacco cutting is made to be the same as much as possible. As an empirical formula (empirical formula), there is a correction formula that corrects the moisture content of tobacco in terms of bulkiness, but in this example, the difference in water content at each level is small, and it was judged that the water content correction is unnecessary.
