在现有 RRC连接建立阶段的重定向技术中, 网络侧在为 UE指定接入频率 或系统时, 并不知道 UE支持的频段能力信息, 这样就可能存在网络侧所指示 的频率 UE不支持的情况。 按照现有的重定向技术, 如果网络侧指示的频率 UE 不支持, UE就不能在该频率上找到合适的小区驻留并发起接入网络过程, 那 么 UE必须要等待较长的时延再在其他频率发起接入网络的过程。 因此, 存在 着重定向的成功率较低, UE接入时延较长的问题。

如图 6所示, 本发明实施例提供的一种重定向的装置, 包括:
第二接收模块 601, 用于接收用户终端发送的无线资源控制连接请求, 所 述无线资源控制连接请求中携带有频段能力信息; 所述频段能力信息可以为 UE所支持的频率范围, 也可以为 UE所不支持的频率范围;
频率确定模块 602,用于根据所述第二接收模块 601获得的无线资源控制 连接请求中携带的频段能力信息, 确定用户终端的接入频率; 或者还用于根 据所述频段能力信息和邻区列表和 /或邻频点列表, 确定用户终端的接入频 率。
第二发送模块 603, 用于向用户终端发送无线资源控制连接拒绝消息, 所 述无线资源控制连接拒绝消息中携带有所述频率确定模块 602 确定的接入频 率。
本发明实施例提供的重定向的装置, 通过在 UE发送的无线资源控制连接 请求中携带 UE的频段能力信息, 使得 UTRAN能够获知所述 UE支持的频率范 围, 从而为 UE指定合适的接入频率, 因此提高了重定向的成功率, 降低了 UE 接入的时延。
进一步地, 本发明实施例提供的重定向的装置, 还可以用于 UE位于 UMTS 网络与其他网络共同覆盖的区域, 且需要由 UMTS 网络将 UE的接入重定向至 其他网络的场景, 在此场景中, 如图 7 所示, 本发明实施例提供的重定向的 装置, 包括:
请求生成模块 701,用于生成携带有频段能力信息和支持网络的网络标识 的无线资源控制连接请求; 所述频段能力信息可以为 UE在所支持网络中支持 的频率范围, 也可以为 UE在所支持的网络中所不支持的频率范围;
第一发送模块 702 , 用于向全球地面无线接入网发送所述请求生成模块 701生成的无线资源控制连接奇求;
第一接收模块 703,用于接收全球地面无线接入网发送的携带有接入频率 和接入网络标识的无线资源控制连接拒绝消息;
接入模块 704 ,用于根据所述第一接收模块 703获得的无线资源控制连接 拒绝消息中携带的接入频率和接入网络标识选择小区接入所述接入网络。
本发明实施例提供的重定向的装置, 还包括:
频段能力信息确定模块 705 , 用于根据邻区列表和 /或邻频点列表确定频 段能力信息, 并将所述频段能力信息携带于所述无线资源控制连接请求中。
如图 8所示, 本发明实施例提供的一种重定向的装置, 包括:
第二接收模块 801, 用于接收用户终端发送的无线资源控制连接请求, 所 述无线资源控制连接请求中携带有频段能力信息和用户终端支持网络的网络 标识; 所述频段能力信息可以为 UE在所支持网络中支持的频率范围, 也可以 为 UE在所支持的网络中所不支持的频率范围;
频率确定模块 802,用于根据所述第二接收模块 801获得的无线资源控制 连接请求中携带的频段能力信息和用户终端支持网络的网络标识, 确定用户 终端的接入频率和接入网络标识; 或者还用于根据所述频段能力信息和邻区 列表和 /或邻频点列表, 确定用户终端的接入频率。
第二发送模块 803, 用于向用户终端发送无线资源控制连接拒绝消息, 所 述无线资源控制连接拒绝消息中携带有所述频率确定模块 802 确定的接入频 率和接入网络标识。
本发明实施例提供的重定向的装置, 通过在 UE发送的无线资源控制连接 请求中携带 UE的频段能力信息和所支持的网络的标识, 使得 UTRAN能够获知 指定合适的接入频率, 因此提高了重定向的成功率, 降低了 UE接入的时延。
如图 9所示,本发明实施例提供了一种重定向的系统 ,包括: UE和 UTRAN , 所述 UE , 用于向 UTRAN发送无线资源控制连接请求, 所述无线资源控制 连接请求中携带有频段能力信息; 接收 UTRAN发送的无线资源控制连接拒绝 消息, 所述无线资源控制连接拒绝消息中携带有接入频率; 根据所述接入频 率选择小区接入网络;
所述 UTRAN , 用于接收 UE发送的无线资源控制连接倚求, 所述无线资源 控制连接请求中携带有频段能力信息; 根据所述频段能力信息, 确定 UE的接 入频率; 向 UE发送无线资源控制连接拒绝消息, 所述无线资源控制连接拒绝 消息中携带有接入频率。
本发明实施例提供的重定向的系统, 通过在 UE向 UTRAN发送的无线资源 控制连接请求中携带有频段能力信息, 从而使 UTRAN能够获知 UE所支持的频 率范围, 并据此为 UE指定接入频率, 从而提高了重定向的成功率, 減小了 UE 接入的时延。

1 002、 接收 UTRAN发送的无线资源控制连接拒绝消息, 所述无线资源控 制连接拒绝消息中携带有接入频率;
当 UTRAN判断需要对所述 UE的接入进行重定向时, 会向所述 UE发送无 线资源控制连接拒绝消息, 所述无线资源控制连接拒绝消息中携带有为所述
UE重定向指定的接入频率; UE接收所述无线资源控制连接拒绝消息, 所述拒 绝消息携带有 UTRAN为其指定的接入频率。
1003、 当支持所述接入频率时, 依据所述接入频率选择小区接入网络。 UE接收到所述无线资源控制连接拒绝消息后, 对其携带的接入频率进行 判断, 若所述接入频率为所支持的频率, 则根据所述接入频率选择合适的小 区接入至 UMTS网络; 否则, 则不以所述接入频率发起接入网络的过程, 而是 立即以 UE所支持的频率选择小区接入至 UMTS网络。
如图 1 1所示, 本发明实施例提供一种重定向的方法, 包括:
11 01、 接收 UE发送的无线资源控制连接请求;
11 02、 向 UE发送无线资源控制连接拒绝消息, 所述无线资源控制连接拒 绝消息中携带有接入频率。
UTRAN根据 UE发送的无线资源控制连接请求以及当前的网络状况, 判断 是否需要对所述 UE的接入进行重定向; 当需要进行重定向时, 为所述 UE指 定接入频率, 将所述接入频率携带于无线资源控制连接拒绝消息中, 并将所 述无线资源控制连接拒绝消息发送给 UE。
本发明实施例通过 UE对 UTRAN为其指定的接入频率进行判断, 若所述接 入频率被 UE支持, 则 UE根据所述接入频率进行接入, 否则, 则立即在 UE支 持的频率选择一个合适的小区接入 UMTS 网络, 从而避免了 UE以不支持的频 率发起接入过程, 减小了 UE接入的时延。
如图 12所示, 本发明实施例提供了一种重定向的方法, 可应用于 UE位 于 UMTS网络与其他网络共同覆盖的区域, 且需要由 UMTS网络将 UE的接入重 定向至其他网络的场景, 所述重定向的方法, 包括:
1201、 向 UTRAN发送无线资源控制连接请求;
UE要接入到 UMTS中时, 先向 UTRAN发送 RRC连接请求, 准备建立 RRC连 接; 1202、 接收 UTRAN发送的无线资源控制连接拒绝消息, 所述无线资源控 制连接拒绝消息中携带有接入频率和接入网络标识;
当 UTRAN判断需要对所述 UE的接入进行重定向时, 会向所述 UE发送无 线资源控制连接拒绝消息, 所述无线资源控制连接拒绝消息中携带有为所述 UE重定向指定的接入频率和接入网络标识; UE接收所述无线资源控制连接拒 绝消息, 所述拒绝消息携带有 UTRAN为其指定的接入频率和接入网络标识。
1203、 当支持所述接入频率和接入网络时, 依据所述接入频率选择小区 接入网络。
UE接收到所述无线资源控制连接拒绝消息后, 对其携带的接入网络标识 和接入频率进行判断,若所述接入频率为 UE支持的接入网络中所支持的频率, 则根据所述接入频率选择合适的小区接入至所述接入网络; 否则, 则不以所 述接入频率发起接入网络的过程, 而是立即以 UE支持的频率作为接入频率, 选择合适的小区接入至所述接入网络。
如图 1 3所示, 本发明实施例提供了一种重定向的方法, 包括:
1 301、 接收 UE发送的无线资源控制连接请求;
1 302、 向 UE发送无线资源控制连接拒绝消息, 所述无线资源控制连接拒 绝消息中携带有接入频率和接入网络标识。
UTRA 根据 UE发送的无线资源控制连接请求以及当前的网络状况, 判断 是否需要对所述 UE的接入进行重定向; 当需要进行重定向时, 为所述 UE指 定接入频率和接入网络标识, 将所述接入频率和接入网络标识携带于无线资 源控制连接拒绝消息中, 并将所述无线资源控制连接拒绝消息发送给 UE。
本发明实施例通过 UE对 UTRAN为其指定接入网络和接入频率进行判断, 若所述接入网络中的接入频率被 UE支持, 则 UE根据所述接入频率进行接入, 否则, 则立即以支持的频率进行接入, 从而避免了 UE以不支持的频率发起接 入过程, 减小了 UE接入的时延。
如图 14所示, 本发明实施例提供了一种重定向的装置, 包括: 第三发送模块 1401 , 用于向全球地面无线接入网发送无线资源控制连接 请求;
第三接收模块 1402 , 用于接收全球地面无线接入网发送的无线资源控制 连接拒绝消息, 所述无线资源控制连接拒绝消息中携带有接入频率;
处理模块 1403, 用于当支持所述接入频率时, 依据所述接入频率选择小 区接人网络。
如图 15所示, 本发明实施例提供了一种重定向的装置, 包括:
第四接收模块 1501 , 用于接收用户终端发送的无线资源控制连接请求; 第四发送模块 1502, 用于向用户终端发送无线资源控制连接拒绝消息, 所述无线资源控制连接拒绝消息中携带有接入频率。
本发明实施例提供的重定向的装置, 通过 UE对 UTRAN为其指定的接入频 率进行判断, 若所述接入频率被 UE支持, 则 UE根据所述接入频率进行接入, 否则, 则立即以支持的频率进行接入, 从而避免了 UE以不支持的频率, 减小 了 UE接入的时延。

第三发送模块 1601, 用于向全球地面无线接入网发送无线资源控制连接 请求;
第三接收模块 1602 , 用于接收全球地面无线接入网发送的无线资源控制 连接拒绝消息, 所述无线资源控制连接拒绝消息中携带有接入频率和接入网 络标识;
处理模块 1603 , 用于当支持所述接入频率和接入网络时, 依据所述接入 频率和接入网络选择小区接入网络。
如图 17所示, 本发明实施例提供了一种重定向的装置, 包括: 第四接收模块 1701 , 用于接收 UE发送的无线资源控制连接请求; 第四发送模块 1702, 用于向 UE发送无线资源控制连接拒绝消息, 所述无 线资源控制连接拒绝消息中携带有接入频率和接入网络标识。
本发明实施例提供的重定向的装置, 通过 UE对 UTRAN为其指定接入网络 和接入频率进行判断, 若所述接入网络中的接入频率被 UE支持, 则 UE根据 所述接入频率进行接入, 否则, 则立即以支持的频率进行接入, 从而避免了 UE以不支持的频率进行接入, 减小了 UE接入的时延。
如图 1 8所示,本发明实施例提供了一种重定向的系统 ,包括: UE和 UTRAN , 其中, 所述 UE, 用于向 UTRAN发送无线资源控制连接请求; 接收 UTRAN发送 的无线资源控制连接拒绝消息, 所述无线资源控制连接拒绝消息中携带有接 入频率; 对所述接入频率进行判断, 若支持所述接入频率, 则依据所述接入 频率选择小区接入 UMTS网络, 若不支持所述接入频率, 则自选接入频率进行 接入 UMTS网络;
所述 UTRAN , 用于接收 UE发送的无线资源控制连接请求; 向 UE发送无线 资源控制连接拒绝消息, 所述无线资源控制连接拒绝消息中携带有接入频率。

本发明实施例提供的重定向的系统, 通过 UE对 UTRAN为其指定的接入频 率和接入网络标识进行判断, 若所述接入网络中的接入频率被 UE支持, 则 UE 根据所述接入频率进行接入所述接入网络, 否则, 则立即以支持的频率进行 接入所述接入网络, 从而避免了 UE以不支持的频率进行接入, 减小了 UE接 入的时延。

向全球地面无线接入网发送无线资源控制连接请求, 所述无线资源控制连 接请求中携带有频段能力信息;
接收全球地面无线接入网发送的无线资源控制连接拒绝消息, 所述无线资 源控制连接拒绝消息中携带有根据所述无线资源控制连接请求中携带的频段能 力信息确定的接入频率;
根据所述接入频率选择小区接入网络。
2、 根据权利要求 1所述的重定向的方法, 其特征在于, 所述无线资源控制 连接请求中还携带有用户终端支持网络的网络标识; 所述无线资源控制连接拒 绝消息中还携带有接入网络标识;
根据所述接入频率选择小区接入网络的步骤包括:
根据所述接入频率和接入网络标识选择小区接入所述接入网络。
3、 根据权利要求 1或 2所述的重定向的方法, 其特征在于, 所述的频段能 力信息包括:
用户终端支持的频段或不支持的频段。
4、 根据权利要求 1或 2所述的重定向的方法, 其特征在于, 在所述向全球 地面无线接入网发送无线资源控制连接请求之前, 还包括:
根据邻区列表和 /或邻频点列表确定频段能力信息, 并将所述频段能力信息 携带于所述无线资源控制连接请求中。
5、 一种重定向的方法, 其特征在于, 包括:
接收用户终端发送的无线资源控制连接请求, 所述无线资源控制连接请求 中携带有频段能力信息;
根据所述频段能力信息, 确定用户终端的接入频率;
向用户终端发送无线资源控制连接拒绝消息, 所述无线资源控制连接拒绝 消息中携带有接入频率。
6、 根据权利要求 5所述的重定向的方法, 其特征在于, 所述无线资源控制 连接请求中还携带有用户终端支持网络的网络标识; 所述无线资源控制连接拒 绝消息中还携带有接入网络标识;
根据所述频段能力信息, 确定用户终端的接入频率的步骤包括:
根据所述频段能力信息和用户终端支持网络的网络标识, 确定用户终端的 接入频率和接入网络标识。
7、 根据权利要求 5或 6所述的重定向的方法, 其特征在于, 所述频段能力 信息包括:
用户终端支持的频段或不支持的频段。
8、 根据权利要求 5或 6所述的重定向的方法, 其特征在于, 所述根据所述 频段能力信息, 确定用户终端的接入频率包括:
根据所述频段能力信息和邻区列表和 /或邻频点列表, 确定用户终端的接入 频率。
9、 一种重定向的装置, 其特征在于, 包括:
请求生成模块, 用于生成携带有频段能力信息的无线资源控制连接请求; 第一发送模块, 用于向全球地面无线接入网发送所述无线资源控制连接请 求;
第一接收模块, 用于接收全球地面无线接入网发送的无线资源控制连接拒 绝消息, 所述无线资源控制连接拒绝消息中携带有根据第一发送模块发送的所 述无线资源控制连接倚求中携带的频段能力信息确定的接入频率;
接入模块, 用于根据所述接入频率选择小区接入所述接入网络。
10、 根据权利要求 9 所述的重定向的装置, 其特征在于, 所述请求生成模 块还用于生成携带有频段能力信息和支持网络的网络标识的无线资源控制连接 请求;
所述第一接收模块还用于接收携带有接入频率和接入网络标识的无线资源 控制连接拒绝消息; 所述接入模块还用于根据所述接入频率和接入网络标识选择小区接入所述 接入网络。
11、 根据权利要求 9或 10所述的重定向的装置, 其特征在于, 还包括: 频段能力信息确定模块, 用于根据邻区列表和 /或邻频点列表确定频段能力 信息, 并将所述频段能力信息携带于所述无线资源控制连接请求中。
12、 一种重定向的装置, 其特征在于, 包括:
第二接收模块, 用于接收用户终端发送的无线资源控制连接请求, 所述无 线资源控制连接请求中携带有频段能力信息;
频率确定模块, 用于根据所述频段能力信息, 确定用户终端的接入频率; 第二发送模块, 用于向用户终端发送无线资源控制连接拒绝消息, 所述无 线资源控制连接拒绝消息中携带有接入频率。
13、 根据权利要求 12所述的重定向的装置, 其特征在于, 所述第二接收模 块还用于接收携带有用户终端支持网络的网络标识和频段能力信息的无线资源 控制连接请求;
所述频率确定模块还用于根据所述频段能力信息和用户终端支持网络的网 络标识, 确定用户终端的接入频率和接入网络标识;
所述第二发送模块还用于向用户终端发送携带有接入频率和接入网络标识 的无线资源控制连接拒绝消息。
14、 根据权利要求 12或 1 3所述的重定向的装置, 其特征在于, 所述频率 确定模块还用于根据所述频段能力信息和邻区列表和 /或邻频点列表, 确定用户 终端的接入频率。
15、 一种重定向的方法, 其特征在于, 包括:
向全球地面无线接入网发送无线资源控制连接请求;
接收全球地面无线接入网发送的无线资源控制连接拒绝消息, 所述无线资 源控制连接拒绝消息中携带有接入频率;
当支持所述接入频率时, 依据所述接入频率选择小区接入网络。
16、 根据权利要求 15所述的重定向的方法, 其特征在于, 所述无线资源控 制连接拒绝消息中还携带有接入网络标识;
