Definitions
- the present invention relates to a radio communication system having a plurality of radio base stations and a control station, wherein the control station optimizes settings in radio base stations other than the specific radio base station according to the state control of the specific radio base station About.
- Patent Document 1 assumes a simple cellular phone system (PHS: Personal Handy-phone System) using microcells, and wirelessly communicates between radio base stations and mobile stations respectively arranged in a plurality of service areas.
- PHS Personal Handy-phone System
- a transmission power control method in a radio base station in a mobile communication system that performs communication has been proposed.

- each radio base station ⁇ Information on the surrounding environment measured by the station, -Transmit power control is performed independently according to a preset threshold. For this reason, in the related art, the influence of changing the transmission power, in particular, turning off the transmission, affects the surrounding radio base stations.
- the base station B group is not notified of the fact that the radio base station A has turned off transmission.
- the wireless base station B group when the wireless base station B group cannot receive (detect) the transmission signal of the wireless base station A, the wireless base station B group itself detects that it is necessary to reset the wireless parameter of the local station, Optimize radio parameters.
- radio base station C group another radio base station that manages a cell adjacent to the cell of the radio base station B group is similarly affected by the resetting of radio parameters of the radio base station B group, Optimize radio parameters of own station.

- the optimization of the radio parameters as a whole system does not easily converge (optimization takes time). For this reason, the delay that occurs from the time when the transmission of the radio base station A is turned off until the optimization of the radio parameters in the neighboring radio base stations is a problem. That is, when the radio base station A autonomously turns off transmission, it is required to improve the efficiency of resetting radio parameters to appropriate values in the peripheral radio base station group (knowledge by the present inventor).
- the period from the time when the transmission of the radio base station A is turned off until the optimization of the radio parameters in the peripheral radio base station is completed is a period in which the radio parameters are set to inappropriate values in the peripheral radio base station. Will be included.
- various problems are assumed to occur. For example, ⁇ When transmission power and antenna tilt angle are inappropriate, interference between adjacent cells increases. If the neighboring cell information is inappropriate, it leads to unnecessary measurement (Measurement) in the wireless terminal (mobile station) (knowledge by the present inventor).

(Self-healing)
この無線通信システムは、無線基地局20(eNB: evolved Node BあるいはE-UTRAN Node B(E-UTRAN: Evolved UTRAN))eNB1、eNB2、eNB3と、無線基地局20を管理する制御局であるO&M10(Operation & Maintenance server:オペレーションおよびメンテナンス・サーバ)、OMC(Operation and Maintenance Centre:オペレーションおよびメンテナンス・センタ)ともいう)と、無線端末30(UE:User Equipment)UE1、UE2とを含む。
・サービングセルのセル個別オフセット(cell specific offset of the serving cell)、
・サービング周波数の周波数個別オフセット(frequency specific offset of the serving frequency)、
(Cell Reselection Priority)
HOはHand Over、
・GSM(Global System for Mobile communications)、
・WiMAX(Worldwide interoperability for Microwave Access)
b)ターゲットセルを識別するソースセルに対してNRT(Neighbour Relation Table)にエントリを有する。
