本発明は、自治体の電子申請システムに関し、特に自治体内に居住し自治体に外国人登録される外国人が登録の申請、更新の申請、登録証の発行依頼を行う電子申請システムと申請を受付ける端末装置に関する。

【従来の技術】
自治体では自治体内に居住する住民について登録と情報の管理を行っている。住民情報を管理するシステムは、日本人と外国人で異なるシステムを用いており、それぞれ住民記録システムと外国人登録システムとして構成されている。従来これらのシステムに情報を登録する申請手続きや、システムから住民情報を取得して「住民票の写し」や「外国人登録証明書」または「外国人登録済証明書」として発行する手続きは、自治体の窓口で行っていた。近年業務電子化によりこれらの発行を端末で自動処理することが求められており、一部の業務では実現している。設置端末を利用した総合的な電子申請の例としては、特許文献１（特開２００２−２５９６０２号公報）に示されるようなシステムが提案されている。

【発明が解決しようとする課題】
上記従来の例では、設置端末を住民記録システムと連携し、証明書を発行する業務に限定されている。このような端末を外国人登録システムと連携して同様の業務を行う場合は次のような問題がある。まず、外国人の本人確認にはパスポートや発行済み外国人登録証提出が必要で、これらの情報をシステムが確認する必要がある。パスポートの電子化が検討されているので将来的にはパスポートの情報をシステムが取得する事は可能になるが、この情報を確認するための情報は自治体には無く、外部の機関に照合する必要がある。また、外国人の申請手続きには顔写真の提出が必要になるものがあり、端末に顔写真の情報を取得する機能が必要である。さらに、居住する外国人が多い場合、利用する言語も多様となり、最初に表示する言語が理解できない場合も想定される。

本発明の目的は、上記課題を解決し、自治体に外国人登録される外国人が登録の申請、更新の申請、登録証の発行申請を窓口を介さず端末から行う事が可能な電子申請システムとその端末装置を提供することにある。

【課題を解決するための手段】
上記課題を解決するため本発明は、自治体に既設の外国人登録システムと連携したサーバと受付け処理を行う端末装置から構成される、クライアント・サーバ型のシステム構成を取る。前記サーバは、さらに外国人の認証を行う外部機関の認証サーバと情報を送受信する手段を備える。本発明のサーバと他のシステムとの情報の送受信はセキュリティの高い通信手段を用いる事が望ましい。

前記サーバは、端末から外国人登録番号を取得して、その登録番号を外国人の認証を行う外部機関の認証サーバに送信して登録された情報と照合し、本人確認の結果を受信する手段を備える。外国人登録番号を取得する方法は、端末に外国人パスポートＩＣカードから外国人登録番号を読み出す手段を備えても、キーボード等の入力手段で入力しても良い。

新規登録申請または更新申請のためには、端末から新規登録または更新の種別を取得する手段と、登録または更新が必要な項目名とその内容を取得する手段と、取得した情報を受付処理して受付日付及び受付番号を発行する手段とを備える。登録または更新に必要な情報としてパスポート・発行済み外国人登録証及び顔写真の画像情報があり、端末はこれらを取得する手段を備える。受付日付及び受付番号は、端末装置で出力するが、外国人登録番号用カードアプリケーションに日付・受付番号を書き込む方法でも良い。

ここで取得した情報をそのまま外国人登録システムに登録することは無く、必ず職員が審査を行うので、サーバは取得した登録番号と対応つけ、審査状況を示す識別情報を付加して申請情報を格納するデータベースを備える。審査状況を示す識別情報は、職員が審査を終了すると、審査済を示す情報に変更する手段により変更される。サーバは審査済とされた情報を識別して、格納した申請情報を外国人登録システムに送信する。

外国人登録証明書または外国人登録済証明書のような登録証を発行するためには、前記外国人登録番号を取得して本人確認を行う手段に加えて、取得した登録番号を外国人登録システムに送信し外国人登録システムのデータベースから対象者の登録情報を取得する手段を備える。サーバまたは端末装置に登録証のフォーマットを備え、登録情報を登録証のフォーマットに編集する手段を備えて、端末から登録証を印刷形式、または電子形式で出力する。

上記端末装置として、本システムの専用端末装置を設けても良い。端末装置には、少なくとも申請の種別に応じた処理を行うサーバと情報の送受信を行う手段と情報の入力手段と表示画面と印刷手段とを備え、処理内容を識別する情報を取得する手段と、外国人登録番号を取得する手段と、画像情報を取得する手段と、新規登録申請または登録内容の更新申請または登録証を発行する申請に必要な情報を取得する手段と、前記処理内容を識別する情報と取得した登録番号と申請に必要な情報とを対応つけて一時保存する手段と、保存した情報をサーバに送信する手段と、サーバから情報を受信して一時保存する手段と、登録証の印刷フォーマットと、サーバから受信した情報を登録証のフォーマットに編集する手段と、編集した情報を所定のフォーマットで印刷する手段とを備えれば良い。

【発明の実施の形態】
以下、本発明の実施の形態を図面を用いて説明する。
図１は、本発明の電子申請システムのシステム構成例を示している。外国人申請端末１１０と外国人申請データベース１３０を備える外国人申請サーバ１２０はネットワーク１７０により接続されている。外国人申請サーバ１２０はさらに外部機関の認証サーバ１４０とネットワーク１８０により接続され、既設外国人登録データベース１６０を備える既設外国人登録サーバ１５０と自治体内回線で接続している。外国人申請端末１１０を外国人申請サーバ１２０と同じ事務所内に設置した場合など、自治体内回線で接続しても良い。

図２は、外国人申請端末１１０の一例の外観を示す図である。ここでは画面表示及び更新情報入力はタッチパネル式ディスプレイ２０１で実施する。外国人パスポートＩＣカード８００内の外国人登録番号用カードアプリケーション８２０を読み書きするために、ＩＣカードリーダライタ２０３を外国人申請端末１１０に塔載し、また、他の情報記録媒体と情報を読み書きするためにＵＳＢ接続端子部２０２も塔載する。申請者が、外国人証明書再発行業務を実施する際、顔写真が必要となる。この顔写真を撮影する為に、外国人申請端末１１０はデジタルカメラ２０４を搭載する。デジタルカメラ２０４で撮影された顔写真情報は外国人申請端末１１０の記憶装置に一時保存し、申請時に外国人申請サーバ１２０に送信する。身長に合わせた顔写真を撮影するためにデジタルカメラ昇降用レール２０５を設け、デジタルカメラ２０４の高さを調節する。また外国人登録証再発行業務を実施する際、顔写真の他に、現行の外国人登録証の提出が必要となる。無人の電子申請を実施するためには、外国人登録証が電子情報でない場合、電子情報化して送信する必要がある。

そこで、外国人申請端末１１０はスキャナー読取部２０７を塔載し、読み取りを実施する。スキャナー読取部２０７下部のストッパー２０８は、資料を読み取る際、資料が落下しないために、配置されている。外国人申請端末１１０が読み取りを実施する前に、申請者がスキャナー部カバー２０６を被せることで、資料情報の読み取り効率を上げている。また、外国人申請端末１１０は、発行時に発行代金を徴収するために、貨幣投入口２０９を塔載している。さらに保守員による紙の補充・プリンタの調整作業を簡易に実施できるように、外国人申請端末１１０の側面下部には保守作業用扉２１０が設ける。証明証等の印刷物は、外国人申請端末１１０中央下部の印刷物排出口２１１より、出力する。

以下に、本発明での外国人申請端末１１０での処理を具体的に説明する。ここでは、処理として外国人登録証の更新処理を例に説明する。外国人が外国人登録証の再発行を受ける時、パスポートの提示を行い、期限切れの外国人登録証の提示を行い、顔写真の提示を行うことを必須とする処理を想定する。また、ここでパスポートはＩＣカード化されていることとする。

図６は、更新処理の詳細処理フローである。認証処理終了後、申請者は外国人登録証の更新情報登録を行うために、各種添付書類の電子化や更新情報の入力を行う。外国人申請端末１１０は、どの外国人登録証について変更が行われるかを判別するために、外国人パスポートＩＣカード８００に格納された、外国人登録番号用カードアプリケーション８２０より、外国人登録番号８２１を読み出す（ステップＳ６１０）。申請者は、添付書類として顔写真情報が必要なため、デジタルカメラ２０４で撮影をおこなう。申請者は、顔の位置調整の為にデジタルカメラ昇降用レール２０５を用いて、デジタルカメラの高さを調節する（ステップＳ６２０）。申請者が高さ調整後、デジタルカメラ２０４が顔写真を撮影し、外国人申請端末１１０は撮影情報を記憶装置に一時保存する（ステップＳ６３０）。また、現行の外国人証明証（情報変更前）を添付するために、申請者は外国人登録証明証をスキャナー読取部２０７に配置し、スキャナー部カバー２０６で被う（ステップＳ６４０）。

資料配置後、スキャナー２０７が外国人証明証を読み取り、読み取った情報は外国人申請端末１１０の記録装置に一時保存する（ステップＳ６５０）。外国人申請端末１１０は端末の記憶装置に追加の添付資料の有無を確認する為にタッチパネル式ディスプレイ２０１画面に表示を行う。申請者は、追加があれば“ＹＥＳ”ボタンを押す。追加の時、外国人申請端末１１０の処理はステップＳ６４０へ戻る。申請者は、追加がなければタッチパネル式ディスプレイ２０１画面に表示されている“ＮＯ”ボタンを押す。追加がＮＯの場合、次に、タップパネル式ディスプレイ２０１のキーボードから変更情報を入力させる（ステップＳ６６０）。本処理で入力可能な情報は、既設外国人登録データベース１６０の項目として後述する２０項目の範囲である。

既設外国人登録データベース１６０で管理する情報としては、（１）外国人登録番号、（２）登録の年月日、（３）氏名、（４）出生の年月日、（５）男女の別、（６）国籍、（７）国籍の属する国における住所または居住、（８）出生、（９）職業、（１０）上陸した出入国港、（１１）旅券番号（パスポート発行番号）、（１２）旅券発行の年月日、（１３）上陸許可の年月日、（１４）在留資格、（１５）在留期間、（１６）居住地の地番、（１７）世帯主の氏名、（１８）世帯主との続柄、（１９）勤務所または事務所の名称及び所在地、（２０）市町村の長の職・氏名、の２０項目が挙げられる。これらは新規外国人登録証明証発行のために登録が必要な情報である。また、上記実施例にて説明した本端末装置は住民記録システムと連携させることにより、日本人も外国人も同じように利用できる電子申請端末とすることが可能である。

【発明の効果】
以上本発明の電子申請システムによれば、自治体に外国人登録される外国人が、登録の申請、更新の申請、登録証の発行申請を窓口を介さず端末から行う事が可能となり、窓口の開いている時間外にこれらのサービスを受ける事が可能となる。また、本発明の電子申請システムに適用する外国人申請端末装置を導入する事により、必要情報のうち、顔写真やパスポート、既存登録証等電子化されていない情報を容易に取得することができるので、外国人向けの完全なワンストップサービスが実現できる。
