  1. Device for packaging a cosmetic product and applying it to the skin, especially the eyelids, that comprises:
    - a container (10) suitable for containing the product (P);
    - an application member (30) having at least one applicator portion (31; 31a, 31b) suitable for coming into contact with the product in order to be charged with the product;
    - rotary connection means (23a, 32a; 24a, 33a; 23b, 32b; 24b, 33b; 23c, 32c) located on at least one side of the applicator portion and allowing the application member to rotate, relative to the container, about a Y axis; and
    - the application member (30) comprising a portion (32, 33) separating the applicator portion (31; 31a, 31b) from the connection means, said portion (32, 33) having a nonconstant cross section, measured at right angles to the Y axis of rotation, said portion (32, 33) comprising a part close to the Y axis of rotation that extends from this axis at an acute angle, which device is characterized in that it comprises a porous or fibrous member (50; 50a, 50b) contained at least partly inside the container, suitable for absorbing the product and releasing it to the applicator portion(s), said porous or fibrous member being positioned axially in a location such that the applicator portion of the application member comes into contact, as it rotates, with said porous or fibrous member and picks up the product.
  2. Device according to Claim 1, characterized in that it comprises connection means (23a, 32a; 24a, 33a; 23b, 32b; 24b, 33b) on each side of the applicator portion.
  3. Device according to any one of the preceding claims, characterized in that the connection means are constituted of the interaction of at least one stud (23a, 24a; 32b, 33b; 23c) with at least one cavity (32a, 33a; 23b, 24b; 32c), the former formed on the application member and the latter on the container or on an element (20) integral with the container, or vice versa.
  4. Device according to Claim 3, characterized in that said stud or studs are in contact with an edge defining said cavity or cavities along essentially a continuous or discontinuous line.
  5. Device according to any one of the preceding claims, characterized in that the application member (30) is mounted detachably on the container.
  6. Device according to any one of the preceding claims, characterized in that the application member (30) is attached to the container via a mounting ring (20).
  7. Device according to Claim 6, characterized in that the ring (20) is attached to the container by snap fastening or screw fastening.
  8. Device according to any one of the preceding claims, characterized in that the applicator portion (31) is formed by an annular surface of constant or variable width.
  9. Device according to Claim 8, characterized in that the annular surface is continuous.
  10. Device according to Claim 8, characterized in that the applicator portion is discontinuous.
  11. Device according to any one of the preceding claims, characterized in that the application member (30) comprises at least two applicator portions (31a, 31b).
  12. Device according to Claim 11, characterized in that it comprises at least two porous or fibrous members (50a, 50b), each suitable for containing a different product and releasing it onto each of the applicator portions (31a, 31b).
  13. Device according to any one of the preceding claims, characterized in that the porous or fibrous member (50) is constituted of a material chosen from cellular materials, such as foams or sintered materials, or textile fibres.
  14. Device according to any one of the preceding claims, characterized in that all of the product is contained in the porous or fibrous member(s) (50; 50a, 50b).
  15. Device according to any one of the preceding claims, characterized in that it comprises a bottle (60) having an open neck (61) housed in the container (10) and containing the product (P), the porous or fibrous member (50) being housed inside the neck of the bottle or fixed on top of the neck of the bottle.
  16. Device according to any one of the preceding claims, characterized in that it comprises a closing cap (40) designed to fit over the application member (30).
  17. Method of applying makeup to the skin, especially to the eyelid, characterized in that it comprises the following steps:
    - providing a device according to any one of Claims 1 to 16,
    - applying the applicator portion(s) (31; 31a, 31b) of the application member (30) to the skin, and
    - moving the device translationally in such a way as to make the application member (30) rotate about the Y axis in order to trace a design on the skin.
