When the waste collecting device is used, waste materials crushed by the crusher fall on the elastic membrane 332 through the feeding chute 5, the low-speed motor 4 is started to enable the low-speed motor 4 to drive the rotary table 331 to rotate through the second rotating rod 32, when the waste materials fall on the elastic membrane 332, the waste materials can fall into the collecting barrel 3 through annular sprinkling on the elastic membrane 332, the situation that the waste materials are directly accumulated in the middle shaft position in the collecting barrel 3 to easily scatter or waste space is avoided, when the waste materials fall on the elastic membrane 332, the elastic plate 333 can be extruded, meanwhile, through the elastic rod 335 and the knocking ball 336, the elastic membrane 332 can be knocked by the knocking ball 336, the waste materials can be prevented from being adhered on the elastic membrane 332, the waste materials can well fall on the elastic membrane 332, when the waste materials in the collecting barrel 3 are more, the first rotating rod 31 and the connecting plate 341 are driven to rotate through the second rotating rod 32 when the low-speed motor 4 rotates, wherein the connecting plate 341 rotates to drive the scraper 342 to rotate, so that the scraper 342 can contact with the waste material entering the collecting barrel 3, the waste materials are scraped to ensure that the waste materials can be well accumulated in the collecting barrel 3, the condition that the space utilization rate in the collecting barrel 3 is low is avoided, wherein the inclined plate 343 can scrape the waste on the side of the collecting barrel 3 extruded by the scraping plate 342, and the baffle 351 is arranged, when the inside of the collecting tub 3 is nearly full of waste, the waste can be brought into contact with the bottom of the shielding plate 351, the waste is shielded by the shielding plate 351, and as the more the waste is collected, the larger the inclination angle of the scraper 342, therefore, the space between the pulling rope 355 and the scraping plate 342 can be loosened, the supporting frame 352 and the connecting block 353 can be separated from the second rotating rod 32 downwards, the collecting barrel 3 can be drawn out, and the waste material can be prevented from leaking through the shielding plate 351.
