5. The reversible water tape reel holder of claim 2, wherein a bracket is mounted to the mounting frame and abuts against the reel seat of the reel assembly when the roll-over stand is in the retracted state.

The reversible hose reel stand of claim 1, wherein the driving mechanism comprises a telescopic cylinder, one of the telescopic rod or the telescopic cylinder of the telescopic cylinder is hinged to the roll-over stand, and the other of the telescopic rod or the telescopic cylinder of the telescopic cylinder is mounted on the auxiliary frame.
7. The reversible hose reel holder of claim 1, wherein the reel assembly comprises a reel mounted on a rotating device via a reel seat, the reel seat having a plurality of brackets mounted thereon, two of the brackets forming a "door" configuration with a cross bar disposed along a rotational axis of the reel.
8. A drainage emergency car is characterized in that the drainage emergency car is provided with the reversible water belt coiling rack of any one of claims 1-7, the fixing rack is installed on a chassis of the drainage emergency car, and the driving mechanism is installed on an auxiliary frame of the drainage emergency car.
