a GPRS module for sending GPRS signal to the anti-theft controller,
the vehicle speed detection module is used for acquiring vehicle speed information and sending the vehicle speed information to the vehicle-mounted T-BOX or the anti-theft controller;
the vehicle-mounted T-BOX is used for sending periodic signals to the anti-theft controller and sending positioning information and vehicle speed information to the fleet management background when the vehicle works normally;
the anti-theft controller is used for sending positioning information and alarm information to a fleet management background according to the states of the GPS signal and the GPRS signal when the periodic signal is judged to be abnormal or sending a stolen signal to the vehicle controller when the vehicle speed is judged to be greater than zero and the authority authentication is not passed;
and the vehicle control unit is used for controlling the vehicle speed to be reduced to zero when the stolen signal is received.

3. The system for tracking and locating stolen commercial vehicle according to claim 2, characterized in that: the anti-theft controller detects the states of GPS signals and GPRS signals when judging that the T-BOX working signal is abnormal,
if the GPS signal and the GPRS signal are detected to be normal, sending positioning information and alarm information to a fleet management background;
if the GPS signal or/and the GPRS signal are detected to be abnormal and the vehicle speed is greater than zero, timing in an abnormal state is carried out, and when the timing does not exceed a set value and the GPS signal or/and the GPRS signal is recovered to be normal, positioning information and alarm information are sent to a fleet management background; and when the timing exceeds a set value and the GPS signal or/and the GPRS signal is not recovered to be normal, performing ownership authentication, and sending a stolen signal to the whole vehicle controller when the authentication is not passed.

The system for tracking and locating stolen commercial vehicle according to claim 2, characterized in that: the anti-theft controller performs abnormal state timing when the T-BOX working signal is normal, the T-BOX communication signal is abnormal and the vehicle speed is greater than zero, performs ownership authentication if the timing exceeds a set value and the T-BOX communication signal is not recovered to be normal, and transmits a stolen signal to the vehicle control unit when the authentication is not passed.

The system for tracking and locating stolen of commercial vehicle according to claim 3 or 4, characterized in that the ownership authentication process is as follows: and inputting the authentication passwords for multiple times within the set time, if the authentication passwords input for multiple times are the same as the preset value once, the authentication is successful, and if the authentication passwords input for multiple times are all different from the preset value, the authentication is failed.

The vehicle speed judging module is used for receiving the vehicle speed information and sending a vehicle speed signal to the control module when the vehicle speed is judged to be greater than zero;
the T-BOX signal judgment module is used for receiving the periodic signal sent by the vehicle-mounted T-BOX, and sending a first abnormal signal to the communication judgment module or sending a second abnormal signal to the control module when the periodic signal is judged to be abnormal;
the communication judgment module is used for judging whether the GPS signal and the GPRS signal are normal or not when receiving the first abnormal signal, sending a safety signal to the control module when judging that the GPS signal and the GPRS signal are both normal, and sending a third abnormal signal to the control module when judging that the GPS signal or/and the GPRS signal are abnormal;
the ownership authentication module is used for performing ownership authentication when receiving the authentication signal and sending a fault signal to the control module when the authentication fails;
the control module is used for timing in an abnormal state when receiving a third abnormal signal and a vehicle speed signal, sending an authentication signal to the ownership authentication module if the timing exceeds a set value and the GPS signal or/and the GPRS signal is not recovered to be normal, and sending positioning information and alarm information to the fleet management background if the timing does not exceed the set value and the GPS signal or/and the GPRS signal is recovered to be normal; the authority authentication module is used for timing the abnormal state when receiving the second abnormal signal and the vehicle speed signal, and sending an authentication signal to the authority authentication module if the timing exceeds a set value and the communication signal is not recovered to be normal; the system comprises a motorcade management background, a safety signal processing module, a positioning module, a warning module and a monitoring module, wherein the motorcade management background is used for sending positioning information and warning information to the motorcade management background when receiving the safety signal; and the controller is used for sending a stolen signal to the vehicle control unit when receiving the fault signal.
8. The stolen tracking and locating system of a commercial vehicle of claim 7, characterized in that: the T-BOX signal judging module comprises a T-BOX working signal judging module and a T-BOX communication signal judging module,
the T-BOX working signal judging module is used for sending a first abnormal signal to the communication judging module when judging that the T-BOX working signal is abnormal, and sending a normal signal to the T-BOX communication signal judging module when judging that the T-BOX working signal is normal;
the T-BOX communication signal judgment module is used for judging whether the T-BOX communication signal is normal after receiving the normal signal and sending a second abnormal signal to the control module when judging that the T-BOX communication signal is abnormal.
