The determination unit 15 determines whether or not the images of the violators photographed and transmitted by persons B1 to B3 (see fig. 2 and the like) around the violators are images of violators who violate traffic regulations. As a method of detecting a violation, a combination of a violation detection based on the image information shown in fig. 1 and a sensor sensing result and a signal control signal shown in fig. 11 may be used.
That is, as the system configuration, it is possible to select an optimum combination according to the type of traffic violation detected by combining a camera (image pickup device) for acquiring image information, a sensor, and a signal control signal from a signal control device.
Thus, for example, when the traffic violation is difficult to be certified using only the image information, the traffic violation can be detected by combining the signal control signal and the image information captured in the time slot of the red signal in accordance with the signal control signal.
(C)
In the above embodiment, an example is described in which when a traffic violation of one violator is detected, a voice message prompting the violator to take a picture is output to people around the violator. However, the present invention is not limited thereto.
For example, traffic violations of multiple violators may also be detected in the violation detection section 12.
In this case, the violation detecting unit 12 may output a voice message to people around a plurality of violators.
Therefore, the traffic violation of multiple violators which occur simultaneously can be effectively prevented.

In the above embodiment, an example is described in which the face direction detection unit 16a that detects the direction of the face of the violator in the image is provided in order to extract the most suitable image showing the characteristics of the violator. However, the present invention is not limited thereto.
For example, a sensor or the like that detects the actual orientation of the face of the violator in real time instead of the orientation of the face of the violator in the image may be used as the face orientation detecting unit.
In this case, if a violator who does not see the red signal is detected, the direction of the face of the violator may be detected in real time, and the detection result may be transmitted to the camera so that the image can be taken when the direction of the face is directly facing the camera.
Thus, an image most suitable for identifying a person by face authentication can be captured by the camera, and the most suitable image can be acquired on the side of the violation preventing device.
(E)
In the above embodiment, an example is described in which when a traffic violation is detected by a violator including a pedestrian or a cyclist, a voice message prompting the violator to be photographed is output to people around the violator. However, the present invention is not limited thereto.
For example, as shown in fig. 13, the violation preventing system 201 may be configured to include a light irradiation device 24 that irradiates a light spot (spotlight) to the violator so that the surrounding people can easily see who the violator is.
In this case, as shown in fig. 14, the lighting control unit 13b included in the imaging notification unit 213 of the violation preventing device 210 controls the light irradiation device 24 to irradiate the violator of the traffic violation detected by the violation detecting unit 12 with light.
Further, the light emitted from the light irradiation device 24 is preferably focused so as to change the irradiation direction so as to follow the movement of the violator.
Thus, when a traffic violation is detected particularly at night, a voice message for prompting the imaging of the violator is output from the speaker 21, and light is applied to the violator. Thus, the person around the violator can immediately recognize that the spotlighted person is a violator. As a result, the surrounding persons can photograph the violator without fail, and thus it is possible to prevent the violation preventing device from receiving the image of the person who is photographed by mistake and is not the violator.
(F)
In the above embodiment, an example in which one camera 20 is provided on the road in one imaging range to image a pedestrian or the like is described. However, the present invention is not limited thereto.
For example, a plurality of cameras may be provided for one shooting range (one crosswalk).
In this case, the determination accuracy of the violator can be improved by performing enlarged shooting or the like of the face portion of the violator by using each camera.

In the above embodiment, as shown in fig. 2 and 3, an example in which the camera 20 is provided above the traffic signal 40 is described. However, the present invention is not limited thereto.
For example, as shown in fig. 15(a), a camera 120 having a rectangular shape in plan view may be provided at a lower portion of the traffic signal 40. As shown in fig. 15(b) and 15(c), the cameras 120 having the same shape may be provided on the upper part or the side surface of the traffic signal 40.

In the above embodiment, the description has been given by taking an example in which the camera 20 is attached to the traffic signal 40. However, the present invention is not limited thereto.
For example, an imaging device such as a camera may be provided on a column or the like different from the traffic signal.
Among them, it is expected that a violator or the like who disregards the traffic signal confirms the color of the traffic signal before crossing the crosswalk. Therefore, if an image of the instant when the violator checks the color of the traffic light is taken, the face of the violator inevitably faces the camera, and in view of this, it is more preferable that the image pickup device such as the camera is provided in the vicinity of the traffic light.

In the above-described embodiment, an example is described in which the violator is identified using an image obtained by photographing the face of the violator with a blind signal from the front. However, the present invention is not limited thereto.
For example, instead of using only an image in which a face is photographed from the front, an image photographed from another angle may be combined with an image photographed from the front to specify a violator.
In this case, since a part of a face, clothing, an article held by the person, and the like, which are characteristic of the violator and can be recognized by an image taken from a direction other than the front direction, can be recognized, the accuracy of specifying the violator can be further improved.
(J)
In the above embodiment, an example of specifying an illicit signal violator such as the pedestrian a1 passing through the pedestrian crossing Z on which the pedestrian traffic signal 40 is installed, or the rider a2 of the bicycle B has been described. However, the present invention is not limited thereto.
For example, a crossing prohibition violation of a pedestrian or a bicycle crossing a non-traffic signal or a crosswalk and a crossing prohibited road or the like may be detected and the violator of the violation may be determined.
In this case, the violator can be identified in the same manner as in the above embodiment by providing a camera or the like at a place where there are many passers to photograph the violator.
(K)
In the above embodiment, an example is described in which a traffic violation of a blind signal of a pedestrian a1, a rider a2 of a bicycle B, or the like is detected and a violator of the traffic violation is identified. However, the present invention is not limited thereto.
For example, other traffic violations such as two-person co-riding or lane violations of bicycles may also be detected and the violators determined.
That is, the present invention can be applied to the detection of other kinds of traffic violations and the determination of violators, in compliance with the traffic regulations specified by the country or region.
(L)
In the above embodiment, an example is described in which the information of the provider of the image of the violator who violates the traffic regulation is stored, and the personal information of the provider is displayed on the display unit 22 provided in the police station or the like. However, the present invention is not limited thereto.
For example, the personal information may be deleted after the reward is provided to the smartphone 25 (for example, an integrated value is given) from the reward providing unit 17, so that the personal information is not displayed on the display unit 22 provided in the police station or the like. As described above, in the case where the provision of the reward is completed on the spot to the provider of the image of the violator, it is not necessary to save the personal information.
Thus, the personal information of the provider of the image of the violator can be protected from the viewpoint of personal information protection.

For example, a display device for displaying a message for reminding a person around the violator to take a picture may be provided as a display device different from the image display device for displaying an image from the image provider of the violator.
Industrial applicability
The violation preventing device of the present invention exhibits an effect of effectively preventing traffic violations by pedestrians or cyclists, and therefore can be widely applied to traffic management systems installed on major roads and the like, for example.

Claims (16)

1. A violation-deterrent device for deterring traffic violations by pedestrians or cyclists, the violation-deterrent device comprising:
a violation detection section that detects traffic violations of pedestrians or cyclists, an
A photographing notifying section for notifying persons around the violator of the traffic violation detected in the violation detecting section to photograph an image of the violator,
an image acquisition unit for acquiring a1 st image obtained by imaging a violator who violates a traffic regulation by an imaging device provided on a road on which the traffic regulation has occurred,
a communication section that receives, from a communication terminal owned by the surrounding person, the 2 nd image taken by the surrounding person of the violator notified by the photographing notification section, and
and a determination unit that compares the 1 st image acquired by the image acquisition unit with the 2 nd image received by the communication unit to determine whether the person captured in the 2 nd image is the violator.

the violation deterrent device of claim 4, and
the display device is arranged near a road with a pedestrian crossing and displays a message for reminding people around the violator to shoot the violator.
13. A violation deterrent system is provided with:
the violation deterrent device of claim 1, and
the image pickup device is provided in the vicinity of a road having a crosswalk, and picks up an image acquired by the image acquisition unit.
14. The violation deterrent system of claim 13,
the camera device shoots pedestrians or bicycles passing on the pedestrian crossing.
15. The violation deterrent system of claim 13 or 14,

16. A violation-deterrent device for deterring traffic violations by pedestrians or cyclists, the violation-deterrent device comprising:
a violation detecting section for detecting traffic violations of pedestrians or cyclists,
a photographing notifying section which notifies people around the violator of the traffic violation detected in the violation detecting section to photograph an image of the violator, and
a communication unit that receives images taken by people around the violator, which are notified by the imaging notification unit, from communication terminals owned by the people around the violator,
the communication unit may communicate with a communication terminal held by a person around the violator during a predetermined time after the traffic violation is detected by the violation detecting unit.
