Abstract
Das kapitalgedeckte System der substitutiven Privaten Krankenversicherung (PKV) in Deutschland leidet unter mangelndem Wettbewerb. Der Grund ist die fehlende Übertragbar-keit der Alterungsrückstellung. Sie bewirkt, dass Versicherungsnehmer in der Regel bereits nach kurzer Vertragslaufzeit keine sinnvolle Wechseloption besitzen. Zur Lösung des Prob-lems wird seit vielen Jahren der Transfer individueller Alterungsrückstellungen (IAR) diskutiert. Allerdings wird ein solcher Transfer bislang mehrheitlich zwar als wünschenswert, aber aufgrund gravierender Informations- und Anreizprobleme als unrealisierbar angesehen. In dieser Arbeit wird gezeigt, dass bei einer präzisen Definition der IAR, die bislang in der Dis-kussion fehlt, die mit einem Transfersystem verbundenen Informations- und Anreizprobleme lösbar sind. Im Ergebnis stellt sich eine PKV mit Übertragung von IAR als ordnungspolitisch hochattraktives Modell zur Versicherung des Krankheitskostenrisikos heraus.
