This update adds a dependency on Drupal's stable9 theme.
We have provided an update hook in the localgov profile which will enable this theme for sites installed from the localgov profile. Please see https://github.com/localgovdrupal/localgov/releases/tag/2.3.13
Any sites that use this localgov_base theme without the localgov profile should enable stable9 theme before updating to localgovdrupal/localgov_base:1.3.0.
