ENG-226 Set max ECS task count on restart + Update autoscale threshold
WalkthroughThe changes adjust the deployment and autoscaling configuration for the ECS service in the production environment. Specifically, the maximum healthy task percentage is raised from 120% to 160%, and the minimum healthy task percentage is reduced from 80% to 70%.
