Oakley (Japanese: リオン Lion) is the main antagonist of Pokémon Heroes: Latios & Latias. She is a Team Rocket operative, at least in the English dub, alongside her partner and older sister Annie.
In the movies
Not much is known about Oakley nor her sister before Pokémon Heroes: Latios & Latias, but since James instantly recognizes them, their reputation can be assumed to precede them.
In the dub, they were assigned a mission by Giovanni, implying Team Rocket membership, but this is not present in the original.
Oakley, along with her sister Annie, was after the Soul Dew and the Eon Pokémon Latias and Latios, the entities they need to activate the mechanised weapon known as the Defense Mechanism of Alto Mare or DMA. Trailing Latias through Alto Mare, Annie and Oakley located the Secret Garden, home to the Eon duo and the Soul Dew. While Latias escaped, Annie and Oakley managed to grab Latios and the Soul Dew.
Not long after activating the DMA, Oakley quickly learned how to use it. In that time, she flooded Alto Mare, almost drowned Ash, and resurrected the evil Kabutops and Aerodactyl Fossils, among other things. Adept as she may be at using it, however, she did not know when to stop, which eventually proved to be her downfall. When Annie tried to remove her from the DMA, she instead became stuck as well.
At the very end of the movie, they were rescued by police and sent to a heavily-guarded prison. They were last seen in the said prison, where they examined the possessions of Lawrence III. Presumably, both are still behind bars.
Oakley briefly reappeared in a montage in The Rise of Darkrai, which chronicled the preceding nine movies.
Character
Like her sister, Oakley is very charming, manipulative, tech-savvy, and thorough in her work. Both have vain, thrill-seeking personalities and a ruthless determination to succeed. Despite being the younger sister, Oakley appears to be the brains of the operation. Annie may be more suave and equally capable in combat and capture, but Oakley is the mastermind of the plan. Once driven power-hungry by the DMA (an implied side-effect of its operation), Oakley exclaimed "I can control the whole world from in here!" in the dub, or "Now this city is mine!" (もうこの町はあたしのもののよ!) in the original.
Oakley has excellent balance and athletic abilities, making huge leaps and cartwheels while fighting Latios and Latias with no trouble. She also has some rather advanced technology at hand, including special glasses that can see through optical illusions like transformations and invisibility, and her computer analytics applications allow her to scan data with incredible speed.

Ariados is Oakley's only known Pokémon. It was first sent out to attack Latias who was disguised as Bianca. However, Ash intervened and temporarily stunned Ariados before freeing Latias off the String Shot binds. Ariados continued to chase after Ash and Latias, but it soon lost track of them while navigating Alto Mare's laneways.
In Pokémon Heroes: Latios & Latias, Ariados was instrumental in helping Annie and Oakley succeed in their scheme, by capturing Latios using its sticky String Shot to trap him. As Oakley took the helm of the DMA, Ariados bound Bianca and her grandfather Lorenzo up with its String Shot, stopping them from intervening with Annie and Oakley's scheme.
Ariados's known moves are String Shot and Night Shade.
Mentioned
In the Japanese version of the movie, Annie and Oakley were arguing with each other after their defeat. Oakley stated that, when they were in kindergarten, Annie evolved her Gloom into a Vileplume when she wanted a Bellossom instead.
None of Vileplume's moves are known.
Temporary
Using the DMA, Oakley resurrected Kabutops and an Aerodactyl from the Alto Mare museum, having them go after Ash and Latias. In the English dub, they were once used by an evil Pokémon Trainer to torment the civilians of Alto Mare, but were drowned when a Latios brought water to the city.
Aerodactyl chased Ash and Latias through the canals of Alto Mare. At one point, it managed to grab Latias with its feet, but a Thunderbolt from Pikachu proved too powerful. In its fury, Aerodactyl eventually crashed into a building as Ash made a sharp turn into a narrow canal. It later returned to the Alto Mare museum's tiled floors as a fossil after the DMA was deactivated when Latias and Latios stopped the tsunami wave from striking Alto Mare.
It has distinct blank, yellow-tinted eyes with no pupils, which are lined with a thick black outline.
Aerodactyl's only known move is Hyper Beam.

It ambushed Ash and Latias with its blinding speed, but it was taken out thanks to Misty's Corsola and Politoed efforts. Kabutops returned to the Alto Mare museum's tiled floors as a fossil after the DMA was deactivated when Latias and Latios stopped the tsunami wave from striking Alto Mare.
It has distinct blank, yellow-tinted eyes with no pupils, which are lined with a thick black outline.
Kabutops's only known move is Slash.
