Maybe, only as a quick fix, the local time zone to be used could be explicitly named in the time setting screen. Like:

Than, there is a question what is the source of "local timezone". I was taught that it is the personal account setting on the wiki used to login thru OAuth. So I have set my personal global setting to UTC - specifically for this reason - and taught others to do same. But the Dashboard showed me now my timezone as "Central European Summer Time" - which is true for the place I physically am, but not for my wiki setting, nor for what was intended to be set in the Dashboard.

@ifried After the wiki of my interest (Esperanto Wikivoyage) get out of Incubator, I have tested the tool again. It showed up that it does not provide the kind of data that I usually need. So I no more ask for the change; and the task can eventually be closed as Declined (unless someone else ask for it).

There are planed promotional campaign and translation contest, both focused on Content Translation, on Esperanto Wikipedia on November 2015. Would it be possible to enable suggestions there in that time? Considering nowaday state, it would make sense to enable from English, French and Spanish into Esperanto (these 3 pair makes 75% of translations into Esperanto and for all of them is available machine translation). CX is now in medium use on Esperanto Wikipedia so I hope to boost it's usage by these (by definition at least bilingual) users providing more help, including suggestions during the contest.

I have contacted communities of all Esperanto Wikimedia projects with own domain. There was very active discussion on Esperanto Wikipedia; on other projects the proposal worked mostly like just announcement. There is clear consensus for disabling the nowadays conversion and simultaneously enable the "eo-x" conversion in ULS as default (for both logged in and anonymous) with no change for those who are already using customized ULS profile.

There was raised concerns about users with disabled JavaScript. Do you have some statistics about ratio of editors (not readers) with disabled JS or ratio of edits made by such users? Can you advise some solution for transition?

It would be possible to use a libre statistical MT Moses for lang pair Slovak-Czech. I am in contact with Slovakian Linguistic Institute and (based on unofficially agreements) they can provide it for us. Similar could work for some another lang pairs in CEE region thanks to http://www.euromatrixplus.eu
And Esperanto please (both from and to), as there is strong Esperanto wiki community in CEE region and Esperanto is on the list of non-material cultural heritage of Poland, one of CEE countries.
