User story & summary:

As an editor, I want to quickly parse Notification preferences, so that I can adjust them

Background & research:

This was suggested by Enwiki editor: changing the ordering of this new preference, moving it to the 2nd-from-top, so that the 2 related types are next to each other. i.e.

• Edit to my user talk page
• Edit to my user page

Since these two notifications are similar and can easily be confused, it likely makes sense to have them close together.

Acceptance Criteria:

Given I visit my Notification Preferences
When I view the Notify me about these events section,
Then Edit to my user talk page and Edit to my user page are next to each other in the list
