FIELD: rocketry, in particular, missile take-off and orientation actuating systems; provides for modernization of rocket with an inclined take-off into an all-around defence guided missile, in which a drop of passive mass onto the launch pad is impossible. SUBSTANCE: the actuating system uses launching facilities, aerodynamic control surfaces with a drive and orientation facilities made on the basis of at least one gas generator and propelling nozzles connected to it. The orientation facilities are positioned in a ring casing intended for rigid coupling to the tail frame of the rocket body. The inner surface of the ring body is tapered and coated with heat-insulating material with formation of a gas passage-nozzle, whose passage profile is the extension of the nozzle profile of the rocket cruise engine.
