The fixing member has one end connected with a body(4) of the locking plate, and a free end expanded outward. A latch type gear section(16) is formed in the outer side of the fixing member and the peripheral groove of the wheel nut. The locking plate is formed with a hole, into which a tool is inserted, at the center portion thereof.
