For closing the upper end of the discharge tube, a closing unit(8) is formed at a portion in response to the cover. A primary closing unit(9) with a closing face(10) is assembled with a hole punched in the center of the upper portion of the cap to close the lower end of the inner wall of the upper portion. A cover fixing rim(11) is formed on the circumference of the upper portion and an annular sill(12) is formed in response with the portion of the cover fixing rim.
