Abstract

PURPOSE:To improve corrosion resistant painting bondability by forming a chromate film on a zinc-plated or a zinc alloy-plated steel plate, and further providing basic epoxy resin film mixed with polyisocyanate and specific ratios of silica, hard soluble Cr compound on the top of the chromate film. CONSTITUTION:A chromate film is provided on a zinc-plated or zinc alloy-plated steel plate, and a resin composition film in which polyisocyanate compound, silica of 99:1-30:70 by weight of basic resin : silica, and hard soluble Cr compound of 99:1-60:40 by weight of basic resin : hard soluble Cr compound are mixed in the basic resin formed by adding at least one or more basic nitrogen atoms and at least two or more primary hydroxyl groups to the end of epoxy resin is provided on the top of the chromate film. Thus, a high corrosion resistance surface treated steel plate having excellent workability, weldability, bare corrosion resistance, coating bondability for multilayer coating and coating corrosion resistance is obtained.
