他により底板(ベースプレート)と基礎コンクリートと
のすき間に詰める工法が一般に採用されていたが以下述
べるような問題点が指摘されていた。

肉した場合、上部荷重の載荷がライナー(鋼板)に期待
出来なくなり詰めモルタル部分への過大荷重となる。
