At this time, TR20 and TR21 are in OFF position, and current passing through TR17 puts TR22 in On position, and an output terminal OUT becomes grounding potential. And then, when input voltage becomes higher than I.R<18> and emitter potential of TR16 becomes higher than that of TR17, current passes through TR16, TR20 and TR21 become in On position, and TR22 becomes in OFF position. At this time, if the terminal OUT is connected to a prescribed potential point of positive polarity through a load element, a prescribed potential is obtained onto the terminal OUT.
