An electrolytic soln. spouting nozzles 4 are arranged among the cathodes 2 and the anode 3, and an electrolytic soln., that is, an electrolytic sulfuric acid soln. having 21W50g/l Al concn. or above is spouted on the cathode 3. The soln. reaches the cathode 3 uniformly, and the soln. in the cell 1 is well agitated and fluidized. Thus, an oxide film is formed on each cathode 3 surface, that is, each Al or Al alloy surface.
