PURPOSE:To enable a visually handicapped person to perform information processing operation without any assistant by voicing the name of one character or symbol displayed in a section to which a phonetic cursor moves newly and by indicating by a voice that the phonetic cursor reaches a right-most digit and a final line on a display screen. CONSTITUTION:A character display device 1 displays one character or symbol in each of longitudinal and lateral square sections on a display screen and one section on the character display screen is specified with a phonetic cursor. Then when some key on a phonetic cursor keyboard 3 is depressed, the kind of the key is judge by a phonetic cursor controller 7 and the phonetic cursor indicating the specific address information of a memory 9 is changed. At the same, time, a start command is sent to a phonetic controller 6 to discriminate the contents of the address of the memory 9 specified with the phonetic cursor, thereby generating an audio signal which corresponds to its code. This audio signal is passed through a sounding body 5, such as a speaker, to let an operator know what the character or symbol specified with the phonetic cursor is.
