CONSTITUTION:A communication wire is passed through a hole 5b which is made in a longitudinal direction in a pipe wall of a fluid transport pipe 5 such as a sewerage, aqueduct, etc., or through a space 5a which is made in a longitudinal direction in a part of a space of the pipe. A main track of the communication wire and an incoming line to a consumer 7 are connected at a manhole or handhole 4 and the incoming line is passed in a conduit 6 for the consumer 7.
