不織布からなる中間層の一方の面に、含浸用樹脂を含浸させた強化繊維を有する第1表皮層を備え、前記中間層の他方の面に、含浸用樹脂を含浸させた強化繊維を有する第2表皮層を備え、
前記中間層及び第1表皮層相互間と、前記中間層及び前記第2表皮層相互間との少なくとも一方における、互いに対向する面の少なくとも一方に発泡材を塗布する第1工程と、
前記中間層を間に挟んでその両側に前記第1表皮層及び前記第2表皮層をそれぞれ備える複合体に対し、両側から型で挟持して加熱することで、前記含浸用樹脂を硬化させつつ前記発泡材を発泡させて、前記中間層及び前記第1表皮層相互間と、前記中間層及び前記第2表皮層相互間との少なくとも一方に発泡層を形成する第2工程と、
