本発明は、焼却灰その他粉体状廃棄物の処分方法に関する。

【従来の技術】
一般廃棄物は、中間処理において減量化、安定化、無害化を図った上、最終処分されるが、かかる中間処理方法としては、ゴミ中の腐敗性有機物質を分解し安定な無機物質に変換するとともに容積において約10%に減量できる焼却処理がきわめて有効な手段である。また、産業廃棄物についても、燃やすことができる分については、焼却によって減量化を行った後、その残渣である焼却灰を埋立処分するといった方法が一般的である。

【発明が解決しようとする課題】
しかしながら、産業廃棄物の性質上、かかる焼却灰中に有害物質が含まれることがあり、埋立処分時に焼却灰が粉塵として舞い上がって大気中に飛散すると、作業員の健康を害したり環境問題を引き起こすことになる。

そのため、かかる投入作業を行う場合には、風のない穏やかな日を選んで行う必要があるが、その結果、気象条件によっては投入作業を中止せざるを得ず、埋立処分計画に支障がでるという問題を生じていた。

本発明は、上述した事情を考慮してなされたもので、気象条件に左右されることなく焼却灰の埋立処分を行うことが可能な廃棄物の処分方法を提供することを目的とする。

【課題を解決するための手段】
上記目的を達成するため、本発明に係る廃棄物の処分方法は請求項1に記載したように、ゴミ焼却施設で生成された焼却灰のみを遮水性材料で構成された袋体に収容し、前記焼却灰を入れるために前記袋体に形成された開口を密封し、前記焼却灰が収容された前記袋体を底面に遮水シートが敷設された最終処分場まで運搬し、該最終処分場の埋立スペース内に前記袋体を順次埋め立てるものである。

また、本発明に係る廃棄物の処分方法は、前記袋体を埋め立てる際、該袋体を埋め立てつつ一定の埋立高さごとに該袋体の上に覆土を行うものである。

本発明に係る廃棄物の処分方法においては、粉体状廃棄物を直接埋立処分するのではなく、該粉体状廃棄物を予め用意された袋体に収容してから埋立処分を行う。このようにすると、粉体状廃棄物を埋立スペース内に投入する際、該廃棄物が粉塵として舞い上がり、大気中に飛散するおそれがなくなる。

なお、本明細書において粉体状廃棄物というときは焼却灰のみを指すものとする。また、埋立処分の場所は、陸上埋立であるか、水面埋立であるかを問わない。

袋体については、その形状、寸法、材質等は任意であるが、これを遮水性材料で構成した場合、袋体内に雨水が浸入することはないし、粉体状廃棄物中の水分が袋体の外部に流出することもない。

【発明の実施の形態】
以下、本発明に係る廃棄物の処分方法の実施の形態について、添付図面を参照して説明する。

図1は、本実施形態に係る廃棄物の処分方法を示した図である。同図でわかるように、本実施形態に係る廃棄物の処分方法においては、まず、図示しないゴミ焼却施設で生成された粉体状廃棄物としての焼却灰2を同図(a)に示す袋体1内に収容する。

焼却残渣である焼却灰2は、一般廃棄物を焼却したものでもよいし、産業廃棄物を焼却したものでもよい。

袋体1は、遮水性材料、例えばビニル系材料やポリエチレン系材料で構成してあり、内部に雨水が浸入するのを防止するとともに、内部の焼却灰2に含まれる水分が外部に流出するのを防止するようになっている。

以上説明したように、本実施形態に係る廃棄物の処分方法によれば、焼却灰2を最終処分場5の埋立スペース6内に投入する際、該焼却灰が粉塵として舞い上がって大気中に飛散するおそれがなくなる。

そのため、焼却灰2の粉塵を作業員が吸い込んで健康を害したり、大気中に飛散して環境へ悪影響を及ぼすといった事態が未然に回避される。また、気象状況に左右されることなく焼却灰2の埋立投入作業を行うことが可能となるので、全体の埋立処分計画を遅らせることもない。なお、当然ながら、埋め立てられた焼却灰が強風で煽られて大気中に飛散するといった事態も未然に防止される。
