最近温暖化の影響で従来の予測を超える雨量が経験されるようになってきている。そのため雨水流出抑制施設の重要性が認められるようになった。かかる流出抑制施設の中で、貯留と浸透を兼ね備えた貯留兼浸透槽あるいは貯留槽からのオーバーフローを直接地中に浸透させる方法がある。例えば貯留浸透兼用槽としては特開H09-041470、特開2008-133598があり、前者は槽を上下に分け上部を浸透槽、下部を貯留槽としている。また後者は槽の中心部を貯留槽としその周囲を浸透槽としている。また貯留槽のオーバーフローを浸透させる方法には特開2009-287337がある。
本願は帯水材を配列し貯留空間を形成し、その貯留空間を遮水シートで覆った貯留槽からのオーバーフローを浸透させる簡単で安価な方法を提供することにある。

3.通常の貯留槽ではオーバーフローあるいはオリフィスなどを介し適量他の排水路などに流出させる必要があるが、そのための付帯施設が必要なくなる。
