In view of this state of affairs, an object of the invention is to propose a lifting installation of a luminous decoration, able to be temporarily associated with an urban element to be decorated. Another object of the invention is to allow an operator to quickly and simply install a bright decor around an urban element to decorate. Yet another object of the invention to provide an installation that is easily removable. The solution proposed by the invention is an installation for setting up a luminous decoration around an urban element to be decorated, said element being fixed to the ground, said installation comprising a mobile part supporting said decoration, said moving part being driven by a lifting system moving it between a low position and a high position. In the appended figures, a fixed part 11 is integral with the support structure 2. Two frames 10, 11 of the same diameter would lead to a bright decor 4 of generally cylindrical shape. In fact, it is found that the frames 10 and 11 participate in the overall decorative visual effect. These fixing points have the function of keeping in position the strings between the two parts 10 and 11.
