At least in the non-dispensing mode, the dispensing means can be locked up in such a way that for unlocking an unlocking operation is required in addition to the operation required for changing the setting. Since this combined operation is of a certain complexity it prevents a discharge of cleaning liquid when it is handled by unauthorized users, e.g. children, or an unintended change of the dispensing rate during its use in the dispensing mode.
