The user equipment (UE) may decide to establish a call. In one aspect of the invention, the UE may detect a wireless local area network (WLAN) access point and receive WWAN information associated with the load from a wireless wide area network access point (WWAN). Based on the call establishment rules of the UE and the load-related WWAN information, the UE can decide whether to place the call through the WWAN access point or the WLAN access point. In another aspect, the UE may determine the characteristics of the WLAN access node associated with the received signal from the WLAN access node. The UE may forward the call establishment request including the characteristics of the WLAN access node to the WWAN access node. The UE may receive the redirect command to redirect the call setup request to the WLAN access point.
