Устройство содержит полый корпус 5 с крышкой 6, закрепленной на корпусе 5 с возможностью свободного вращения вокруг оси штока 2 и выполненной с возможностью поворота крышки 6 вручную, планетарный механизм, включающий зубчатый венец 7, выполненный на корпусе 5 смежно крышке 6 с обращенными внутрь корпуса 5 зубьями и с расположением геометрической осью на оси вращения крышки 6 относительно корпуса 5, центральное зубчатое колесо 8, закрепленное на крышке 6 с фиксацией от поворота относительно крышки 6 с геометрической осью на оси вращения крышки 6 относительно корпуса 5, а также водило 9 по меньшей мере с одним закрепленным на нем с возможностью свободного вращения вокруг оси, параллельной оси вращения крышки 6 относительно корпуса 5, сателлитом 10, сопряженным зубьями с зубчатым венцом 7 и центральным зубчатым колесом 8.
