1995 werden in der Bundesrepublik Deutschland über 160.000 Führerscheine wegen Alkoholfahrten entgültig entzogen. Der Betroffene muß ständig, und Lückenlos auf seine Blutalkoholkonzentration (BAK) hin überwacht werden. Da sich Alkohol in der ersten Stunde nach Alkoholgenuß nicht abbaut, können in drei Stunden maximal 2x0,15 bis 2x0,3 Promille BAK abgebaut werden! Hat ein Betroffener also drei Stunden nach einer vorhergehenden Messung null Promille BAK, kann er zwischendurch maximal zwischen 0,3 und 0,6 Promille BAK gehabt haben.
