本申请提供通信方法、装置及系统。该方法包括:接收切片的第一AMBR,所述第一AMBR用于表示所述切片内的GBR资源量和非GBR资源量,所述第一AMBR为签约的切片的AMBR或授权的切片的AMBR;根据所述第一AMBR、所述切片的PDU会话的会话AMBR、所述切片的激活的PDU会话的QoS流的流控制比特率,确定所述切片的第二AMBR,所述流控制比特率为GFBR或MFBR;根据所述第二AMBR,执行所述切片的流量控制。基于该方案,给出了一种根据切片的AMBR执行流量控制的实现方法,其中,该切片的AMBR可以用于表示切片内的GBR资源量及非GBR资源量,有助于提升执行流量控制的准确性。
