The clamping blocks 93 are symmetrical about the material pipe 6, the driving member 83 is movably connected with the base 1 through the rotating member 82, the driving member 83 is connected with the push rod of the pushing member 81 and used for pushing the driving member 83 to rotate, and the driving member 83 is provided with a follower 84 and used for driving the outer pipe 10 to rotate along the rotating member 82.
