s3, sequentially fixing a plurality of supporting and retaining structures (10) on the rock-soil slope;
and S4, adjusting the positions of the movable seats (50) to make the fixed holes (500) on the movable seats consistent with the positions of the anchor rod drill holes, and anchoring the anchor rod into the anchor rod drill holes from the fixed holes (500).
