By adopting the terminal management and control method provided by the embodiment of the application, the working parameters of the management and control base station are set through the configuration parameters of the public network base station, so that the network signal of the management and control base station meets the preset network switching condition, the terminal can be preferentially connected with the management and control base station, and then the public network base station is switched to the management and control base station, and the management and control precision of the terminal is improved.
Fig. 3 is a schematic flowchart of another terminal management and control method provided in the embodiment of the present application, and as shown in fig. 3, the method may further include:

Specifically, regardless of whether the terminal just enters the regulation area or is always in the regulation area, as long as the terminal is powered on, all network signals in the regulation area can be searched. For example, when the terminal is connected to the pipe network base station, the terminal may search for a surrounding network signal in real time. When the terminal finds the network signals of the management and control base station on other frequency points at least meeting the conditions 1 and 2, the measurement report obtained after measurement can be sent to the public network base station by measuring the network signals. After the terminal is switched to the management and control base station, the management and control platform may issue the network unavailable signaling to the terminal through a downlink by the management and control base station, and the network unavailable signaling may be used to prohibit a communication service of the terminal. For example, when the terminal is a mobile phone, the network unavailable signaling may enable the user to not talk, send and receive short messages and surf the internet through the mobile phone.
After the network unavailable signaling is issued, the management and control platform may also issue the state transition signaling to the terminal through the management and control base station through a downlink, where the state transition signaling may be used to instruct the terminal to switch from a connected state to an idle state or a deactivated state. Meanwhile, a residence signaling is also issued, and the residence signaling may be used to indicate that the terminal resides in the management and control base station, so that the terminal may always reside in the network generated by the management and control base station.
Optionally, the method may further include: issuing a reselection measurement instruction, wherein the reselection measurement instruction comprises: and the reselection measurement instruction is used for indicating the terminal to start parameter measurement of network reselection within the reselection trigger time, and reselecting to access the management and control base station when the measured parameters meet preset network reselection conditions.
Specifically, when a terminal in an idle state or a deactivated state passes through or stays in the control area, the terminal may also measure a network in a same-frequency neighborhood in real time, so as to reselect to a better network to obtain a service, which is an inherent function of the terminal. Then, the present application may enable the terminal to reselect to access the governing base station in the following manner.
The control platform issues the parameters in the condition 1 to the terminal in real time, so as to obtain Srxle parameters or Squal parameters of the network signals of the control base station, and the terminal can also measure network thresholds of the control base station and corresponding co-frequency neighborhoods of the public network base station in real time, such as SintrasearchP (co-frequency signal strength measurement start threshold) and SintrasearchQ (co-frequency signal quality measurement start threshold). When Srxlev < SintrasearchP or Squal < SintrasearchQ, the terminal initiates reselection measurement. In order to quickly start reselection measurement on the management and control base station, in general, in the stage of setting the operating parameters of the management and control base station according to the configuration parameters of the public network base station, sintrasearchP or SintrasearchQ of the management and control network may be set to corresponding parameter values greater than that of the public network base station.
In order to enable the terminal to reselect and access to the management and control base station, the network reselection condition may be set in advance, and the network reselection condition may be: the network parameter (Rs) issued by the public network base station is smaller than the network parameter (Rn) issued by the control base station. If the parameters measured by the terminal satisfy the network reselection condition, the following condition 3 must be satisfied. The specific content of the condition 3 is as follows:

The condition 3 may also be referred to as a network reselection R criterion, and in order to make the Rs parameter smaller than the Rn parameter, the following setting requirements must be met when setting the operating parameters of the governing base station, where the setting requirements are to define the parameters in the condition 3. The method specifically comprises the following steps: the (Qmeas, n) parameter is greater than the (Qmeas, s) parameter, similar to the above condition 2-mentioned (SS-RSRP) parameter definition, and will not be described in detail herein; the (Qoffset) parameter is less than the (QHyst) parameter, and particularly, the number of the (Qoffset) parameter is less than the (QHyst) parameter, and the (Qoffset) parameter is set to be a negative value under the general condition; the (qoffsetemp) parameter is not less than the (qoffsetemp) parameter, and is not specifically less than the number of the (qoffsetemp) parameters, which is not limited in the present application.
According to the above mode, the network parameter (Rs) issued by the public network base station can be smaller than the network parameter (Rn) issued by the control base station. The terminal can re-access the management and control base station as long as the terminal starts parameter measurement of network reselection within the preset reselection trigger time. The preset reselection trigger time may be set as a dynamic parameter, for example, the value range may be (0 to 30) seconds, and it should be noted that how many values of the preset reselection trigger time are specifically set is not limited in this application. The preset reselection trigger time may be automatically adjusted according to different reselection states of the terminal, for example, when the terminal does not reselect the management and control base station, the preset reselection trigger time may be set to a minimum value in a value range; when the management and control base station is reselected, the preset reselection trigger time may be set to a maximum value within a value range. The smaller the preset reselection trigger time is, the faster the terminal reselects the management and control base station, and the shorter the time is; the larger the preset reselection trigger time is, the longer the terminal resides in the management and control base station after reselecting the management and control base station.
Fig. 4 is a schematic flowchart of another terminal management and control method provided in the embodiment of the present application, and as shown in fig. 4, the method may further include:
s401, after the terminal is reselected to access the management and control base station, a tracking area updating request is issued.
S402, obtaining the network identification of the terminal from the tracking area updating request.
Specifically, when the above-mentioned working parameters to this management and control base station are set up, the tracking area code may be set to the form of automatically updating according to the preset time, and this preset time may be thirty minutes, and how long this tracking area code is specifically updated once, and it needs to be set up according to actual conditions, and this application does not limit this. When the Tracking Area code is updated, the terminal sends a Tracking Area Update (TAU) request to the management and control platform, and the management and control platform receives the Tracking Area update request and then can acquire a network Identifier of the terminal, where the network Identifier may be GUTI (global Unique Temporary UE Identifier) or SUCI (hidden user Identifier) information, where the network Identifier represents a dynamic Identifier allocated to the terminal by the public network base station and uniquely identifies network information of the terminal under the public network base station.
S403, according to the network identification of the terminal, issuing an identity response signaling to the terminal.
S404, receiving a reply message reported by the terminal, wherein the reply message comprises: identity information of the terminal.
Specifically, according to the GUTI/SUCI information, the management and control platform may issue an identity response signaling to the terminal in a plaintext manner. After receiving the identity response signaling, the terminal can adopt direct reading integrity protection to reply the identity response message and send the reply message to the control platform.
S405, according to the identity identification information of the terminal, signaling for rejecting the tracking area updating request is issued to the terminal.
Specifically, the reply message includes the id information of the terminal, such as SUPI (SUbscription Permanent Identifier), IMEI (International Mobile Equipment Identity), and other information. Wherein the SUPI is used to represent a unique permanent identity for a user in a 5G network, similar to the IMSI in LTE networks (4G). After obtaining the information of SUPI, IMEI, etc., the management and control platform may issue a signaling for rejecting the tracking area update request to the terminal, and after the terminal receives the signaling for rejecting the tracking area update request, the terminal abandons the TAU procedure and indicates that the TAU procedure cannot be completed.
Fig. 5 is a schematic flowchart of another terminal management and control method provided in an embodiment of the present application, and as shown in fig. 5, the method may further include:
s501, determining whether the terminal is an illegal terminal according to the identity information of the terminal.
The illegal terminal may be an unauthorized terminal in the management and control area or an illegally used terminal. The list of the legal terminal can be stored in the database of the management and control platform in advance, the list of the legal terminal comprises the identity identification information of a plurality of legal terminals, the obtained identity identification information of the terminal can be matched with the list of the legal terminal, if the identity identification information of the terminal is in the list of the legal terminal, the terminal is proved to be the legal terminal, and if the identity identification information of the terminal is not in the list of the legal terminal, the terminal is proved to be the illegal terminal.
And S502, if the terminal is not an illegal terminal, issuing a release signaling to the terminal.
Specifically, when the terminal is a legal terminal, the management and control platform may issue a release signaling to the terminal, so that the terminal may switch to access the public network base station, thereby performing normal communication. The released terminal information can be represented by a released terminal list and stored in the database in advance, so that the management and control platform can be directly released when the terminal in the released terminal list sends the tracking area updating request next time without sending the flow of the identity response signaling to the terminal in the released terminal list. Therefore, the safety of the information in the control area can be ensured, and the legal terminals in the control area can normally communicate.
On the basis of providing the above terminal management and control method, the present application further provides a device, an apparatus, and a storage medium capable of executing the terminal management and control method, which are explained as follows. Fig. 6 is a schematic structural diagram of a terminal management and control device according to an embodiment of the present application, and as shown in fig. 6, the device may include:
a detection module 601, configured to detect configuration parameters of public network base stations in a management and control area;
a configuration module 602, configured to set working parameters of a management and control base station according to configuration parameters of the public network base station, so that a network signal of the management and control base station meets a preset network switching condition;
the issuing module 603 is configured to issue a switching broadcast signal according to a working parameter of the management and control base station.
Optionally, the issuing module 603 is further configured to issue a network unavailable signaling according to the working parameter of the management and control base station, where the network unavailable signaling is used to prohibit the communication service of the terminal.
Optionally, the issuing module 603 is further configured to issue a state transition signaling, where the state transition signaling is used to instruct the terminal to switch from a connected state to an idle state or a deactivated state.
Optionally, the issuing module 603 is further configured to issue a camping signaling, where the camping signaling is used to indicate that the terminal is camped on the management and control base station.
Optionally, the issuing module 603 is further configured to issue a reselection measurement instruction, where the reselection measurement instruction includes: and the reselection measurement instruction is used for indicating the terminal to start parameter measurement of network reselection within the reselection trigger time, and reselecting to access the management and control base station when the measured parameters meet preset network reselection conditions.
Fig. 7 is a schematic structural diagram of another terminal management and control device provided in an embodiment of the present application, and as shown in fig. 7, the device may include: a sending module 603, an obtaining module 701 and a receiving module 702.
The issuing module 603 is further configured to receive a tracking area update request issued after the terminal reselects and accesses the management and control base station;
an obtaining module 701, configured to obtain a network identifier of the terminal from the tracking area update request;
the issuing module 603 is further configured to issue an identity response signaling to the terminal according to the network identifier of the terminal;
a receiving module 702, configured to receive a reply message reported by the terminal, where the reply message includes: identity information of the terminal;
the issuing module 603 is further configured to issue, to the terminal, a signaling for rejecting the tracking area update request according to the identity information of the terminal.
Fig. 8 is a schematic structural diagram of another terminal management and control device provided in an embodiment of the present application, and as shown in fig. 8, the device may include: a determining module 801 and a sending module 603.
A determining module 801, configured to determine whether the terminal is an illegal terminal according to the identity information of the terminal;
the issuing module 603 is further configured to issue a release signaling to the terminal if the terminal is not an illegal terminal.
The above-mentioned apparatus is used for executing the method provided by the foregoing embodiment, and the implementation principle and technical effect are similar, which are not described herein again.
The above modules may be one or more integrated circuits configured to implement the above methods, such as: one or more Application Specific Integrated Circuits (ASICs), or one or more microprocessors (DSPs), or one or more Field Programmable Gate Arrays (FPGAs), among others. For another example, when one of the above modules is implemented in the form of a Processing element scheduler code, the Processing element may be a general-purpose processor, such as a Central Processing Unit (CPU) or other processor capable of calling program code. For another example, these modules may be integrated together and implemented in the form of a system-on-a-chip (SOC).
Fig. 9 is a schematic structural diagram of a management and control device provided in an embodiment of the present application, and as shown in fig. 9, the management and control device may include: a processor 901, a storage medium 902 and a bus 903, where the storage medium 902 stores machine-readable instructions executable by the processor 901, when the management and control device operates, the processor 901 communicates with the storage medium 902 through the bus 903, and the processor 901 executes the machine-readable instructions to execute the steps of the terminal management and control method. The specific implementation and technical effects are similar, and are not described herein again. The above-mentioned regulation device may be the above-mentioned regulation base station or a computer device having a function of the above-mentioned regulation base station to perform an operation.
Optionally, the present application further provides a storage medium, where a computer program is stored on the storage medium, and when the computer program is executed by the processor, the steps of the terminal management and control method are executed.

Claims (9)

1. A terminal management and control method is characterized by comprising the following steps:
detecting configuration parameters of public network base stations in a control area;
setting working parameters of a management and control base station according to configuration parameters, a condition 1 and a condition 2 of the public network base station, so that a network signal of the management and control base station meets a preset network switching condition, wherein the condition 1 is used for indicating that the intensity value of the network signal of the management and control base station is greater than 0 and the quality value of the network signal of the management and control base station is greater than 0, the condition 2 is used for indicating that the synchronous signal receiving intensity value of the management and control base station is greater than the synchronous signal receiving intensity value of the public network base station, the difference between the synchronous signal receiving intensity value of the management and control base station and the synchronous signal receiving intensity value of the public network base station is within a preset signal intensity interval, the synchronous signal receiving quality value of the management and control base station is greater than the synchronous signal receiving quality value of the public network base station, the synchronous signal receiving quality value of the management and control base station and the synchronous signal receiving quality value of the public network base station are within a preset signal quality interval, and the preset network switching condition is used for indicating that the intensity value and the quality value of the network signal of the management and the network signal of the public network base station are respectively greater than the intensity value of the public network base station;
issuing a switching broadcast signal according to the working parameters of the management and control base station, wherein the switching broadcast signal is used for switching the terminal in the management and control area from the public network base station to the management and control base station when the terminal detects that the network switching condition is met from the switching broadcast signal;
wherein the method further comprises:
and issuing a network unavailable signaling according to the working parameters of the management and control base station, wherein the network unavailable signaling is used for forbidding the communication service of the terminal.
2. The method of claim 1, further comprising:
and issuing a state switching signaling, wherein the state switching signaling is used for indicating the terminal to be switched from a connection state to an idle state or a deactivation state.
3. The method of claim 1, further comprising:
and issuing a residence signaling, wherein the residence signaling is used for indicating the terminal to reside in the control base station.
4. The method of claim 2, further comprising:
issuing a reselection measurement instruction, wherein the reselection measurement instruction comprises the following steps: and the reselection measurement instruction is used for indicating the terminal to start parameter measurement of network reselection within the reselection trigger time, and reselecting to access the management and control base station when the measured parameters meet preset network reselection conditions.
5. The method of claim 4, further comprising:
receiving a tracking area updating request issued after the terminal reselects and accesses the management and control base station;
acquiring a network identifier of the terminal from the tracking area updating request;
issuing an identity response signaling to the terminal according to the network identifier of the terminal;
receiving a reply message reported by the terminal, wherein the reply message comprises: identity identification information of the terminal;
and issuing a signaling for rejecting the tracking area updating request to the terminal according to the identity identification information of the terminal.
6. The method of claim 5, further comprising:
determining whether the terminal is an illegal terminal or not according to the identity identification information of the terminal; the illegal terminal is an unauthorized terminal in the control area;
and if the terminal is not an illegal terminal, issuing a release signaling to the terminal, wherein the release signaling is used for indicating the terminal to switch and access the public network base station.
7. A terminal management and control device is characterized by comprising:
the detection module is used for detecting configuration parameters of public network base stations in the control area;
the system comprises a configuration module, a condition 1 and a condition 2, wherein the configuration module is used for setting working parameters of a management and control base station according to configuration parameters of the public network base station, the condition 1 is used for indicating that the intensity value of the network signal of the management and control base station is greater than 0 and the network signal of the management and control base station is greater than 0, the condition 2 is used for indicating that the synchronous signal receiving intensity value of the management and control base station is greater than the synchronous signal receiving intensity value of the public network base station, the difference between the synchronous signal receiving intensity value of the management and control base station and the synchronous signal receiving intensity value of the public network base station is within a preset signal intensity interval, the synchronous signal receiving quality value of the management and control base station is greater than the synchronous signal receiving quality value of the public network base station, the difference between the synchronous signal receiving quality value of the management and control base station and the synchronous signal receiving quality value of the public network base station is within a preset signal quality interval, and the preset network switching condition is used for indicating that the intensity value and the quality value of the network signal of the management and the quality value of the network signal of the public network base station are greater than the intensity value and the network signal of the public network base station;
the issuing module is used for issuing a switching broadcast signal according to the working parameters of the management and control base station, wherein the switching broadcast signal is used for switching the terminal in the management and control area from the public network base station to the management and control base station when the terminal detects that the network switching condition is met from the switching broadcast signal;
the issuing module is further configured to issue a network unavailable signaling according to the working parameter of the management and control base station, where the network unavailable signaling is used to prohibit the communication service of the terminal.

A management apparatus, characterized by comprising: a processor, a storage medium and a bus, wherein the storage medium stores machine-readable instructions executable by the processor, when the management device is running, the processor communicates with the storage medium through the bus, and the processor executes the machine-readable instructions to perform the steps of the terminal management method according to any one of claims 1 to 6.
