Description

Medicine purchasing optimization method and system
Technical Field
The invention relates to the field of purchasing, in particular to a medicine purchasing optimization method and system.
Background
The centralized bid-inviting purchase of the medicine refers to a purchase mode that a plurality of medical institutions purchase required medicines in a bid-inviting and bidding manner through a centralized bid-inviting purchase organization. The purpose of the concentrated bid-attracting and purchasing of the medicines is to ensure the smooth implementation of the basic medical insurance system of the urban staff, treat the abnormal wind in the medicine purchasing and selling from the source, standardize the medicine purchasing and selling work of medical institutions and reduce the burden of the social medicine cost. The centralized bid-inviting purchase range of the medicines is generally clinical medicines used by basic medical services of urban staff, and medicines with large conventional use and use amount need to be subjected to centralized bid-inviting purchase. The concentrated bid purchase of the medicine is in accordance with the principles of safety first, priority quality, price consideration, channel adjustment, step-by-step implementation and gradual push-away, not only in accordance with the laws and regulations of medicine management, but also in accordance with the reality, so as to achieve the purposes of standardizing the purchase and sale behaviors of the medicine and serving the masses.
In the existing medicine bid inviting and purchasing process, enterprises quote for multiple times, a bidding group carries out bidding negotiation for two or more times, then a formal bid bidding enclosed enterprise list is determined, and a networking formula is carried out, so that the public bid inviting and purchasing work of medicines is realized on the premise of guaranteeing fairness and justice. However, in the implementation process of the existing purchasing method, the bargaining process of the bidding group is only to simply move the flow implemented offline in the previous medicine purchasing process to online, and the information system is used for processing, so that the following problems can be caused when the purchasing requirements submitted by later medical institutions of winning bidders are met:
1. the purchased medicine can not be met by all varieties or can not be met by all quantities.
2. When a purchase is made, a plurality of suppliers may distribute the purchase order when the order is received, which results in a high receiving pressure of the medical institution.
Disclosure of Invention
Aiming at the defects in the prior art, the invention aims to provide a medicine purchase optimization method, which can effectively solve the problem of reasonable distribution of purchase orders of medical institutions, ensure the purchase satisfaction rate of the medical institutions and simultaneously reduce the workload of the receiving link after the purchase of the medical institutions is finished.
