when the place vehicle speed is smaller than the fourth speed threshold and the headway is larger than or equal to a fifth headway threshold, the server controls the induction display devices on all lanes to display a forbidden state;
wherein the first speed threshold is greater than the second speed threshold is greater than the third speed threshold and greater than the fourth speed threshold; the first headway threshold is less than the second headway threshold is less than the third headway threshold is less than the fourth headway threshold is less than the fifth headway threshold.
