receiving the returned information of each medical terminal, screening the returned information according to the preset standard matching degree in each returned information, fusing the information returned by the medical terminal where the medical information with the matching degree being more than or equal to the standard matching degree is located, correcting the current judgment result according to the returned medical information, determining the current information of the department at present by the master control device, making a preliminary judgment result according to the information obtained by the current department at present, screening the medical information returned by each medical terminal after the master control device receives the medical information in each medical terminal, and correcting the preliminary judgment result based on the medical information screened in the medical terminal;
