The device comprises a receiver for receiving common channel and traffic signals transmitted via an antenna; an interference power meter for measuring power from a receiver interference signal output; a common channel power meter for measuring power of the receiver's common channel signal output; a traffic channel power meter for measuring the power of the receiver's traffic signal output; a power control bit generator for generating a power control bit for an off traffic channel that has transmitted the common channel signal operating the power of the pilot and interference signals; and a multiplexer for multiplexing the power control bit to a reverse link channel.
