Abstract
This study aims to examine the presence and openness of digital archives among Japanese national universities based on nine survey items, including the existence of digital archives, openness levels, organization and presentation of information, and availability of English information. The authors annotated 86 library websites and found that digital archives at Japanese university libraries are relatively extensive in quantity, yet they tend to be accessible only in Japanese. More than half (57%) of the national university libraries make their digital archives available online, with the combined features of open-compliant licenses and restricted policies. From the analysis of the collected data, it is evident that there are possibilities to enhance more inclusive accessibility for diverse user groups while widening global engagement to support the Japanese university internationalization agenda by improving the online presentation and organization and the extent of the openness qualities of the digital archives. Making collections available online, which is currently the case, does not always automatically make them open, but unlocks the first step of the process to pursue further opportunities to exploit the potential of digitization projects.
