Abstract
The purpose of the article is to substantiate the necessity and to development recommendations for optimizing the management of educational services in Russia for providing succession of all levels of education with the help of new ICT by the example of modern Russia. The authors use the proprietary method of evaluation of the level of succession of all educational levels in the educational system. Based on the method of problem analysis, method of structural and functional analysis, index method, and the method of polygon, which is applied for assessing competitiveness, the authors have developed a method that allows conducting quantitative and qualitative assessment of succession of all levels of education in the educational system. This method includes expert evaluations for assigning scores to the offered indicators of the level of succession of all educational levels in the educational system. As a result of the research, it was found that the currently applied form of management of educational services in Russia in the interested of providing succession of all educational levels – federal state educational standards – determines the necessity for achievement of this purpose but does not fully stimulate its achievement. This is caused by insufficient flexibility and the universal character of the federal state educational standards. For solving this problem, the authors have developed and presented the proprietary mechanism of optimizing the management of educational services in Russia for providing succession of all levels of education with the help of new ICT. Within this mechanism, the necessity is substantiated and the essence of application of the new form management of educational services in Russia in the interested of provision of succession of all educational levels is reflected – integration of educational establishments (self-management). This form is based on application of new ICT.
