Offensa quaedam publica vocatur, cum iniuriam in rem publicam arguitur quis nefarie intulisse; labefactantem enim rei publicae summam aut dignitatem consilii publici auctorum convellentem pleraeque contra leges habent civitates, poenas statuentes ne quid concitetur tumultus. Liberis autem quae se volunt rebus publicis dissensionis plus est patientia quam quo potestas immoderatior, damnatis unius lege maiestatis alteri liberatoribus vocatis, ex quo intelligitur accusatos alicuius offensae publicae criminis, ictis de sontium transmissione pactionibus, haud saepe tamen aliam in civitatem tradi ingressos profugos.
