fix(package): don't publish unstable packages

This temporarily puts publishing unstable helm releases behind an
environment variable. This is to work around a bug in helm using
GitLab's registry
gitlab-org/gitlab#490699.

This avoids building the non-semver package, and prevents the
subsequent run from breaking. But we can't use the experimental helm
packages any more.
