@brockfanning there is one failing behat test, QuarterlyFOIAReportData.feature, wherein the numbers entered into the form should not be zero until the user deletes them, but they are. Need some input on this.

@catchenry It looks like this is hitting that "TTY" issue. Can you please try adding --no-interaction on all of the blt commands in the .github/workflows folder?
